Cleco Mgr-Governmental Relations in Mandeville, Louisiana

Role Purpose

Under the direction of the Vice President of Marketing and Government Relations, leads the government relations functions of Cleco’s regulated business entity. In consultation with marketing, economic development, regulatory, corporate communications and leadership, plans and executes a comprehensive, proactive governmental relations strategy that advances Cleco’s mission and load growth goals with local, regional, state and federal elected officials. More specifically, the manager of government relations is accountable for planning, leading and executing the Company’s efforts directed at the United States Congress, Executive Branch Agencies, White House, state and local government, therefore, serving as the Company’s principal liaison to elected officials at all levels. Serves as a highly-engaged and inspirational leader and manager of the Government Relations team. Responsible for the performance and development of the internal governmental and external lobbying teams within their functions.

Key Responsibilities

  • Champions a corporate culture that emphasizes transparency, integrity, safety, environmental responsibility, employee development, diversity and inclusion, customer service, and operational excellence.

  • Serves as Cleco’s government relations professional and representative leading the efforts of the Government Relations department and contractor lobbyists/consultants.

  • Works with Marketing and leadership to identify priority legislative and government relations issues for Cleco.

  • Responsible for Louisiana and Municipal franchise renewals, street lighting agreements and electric service agreements in coordination with the Marketing department.

  • Possesses and cultivates trusting and enduring relationships with elected officials and their staff, political appointees, senior civil servants, and key individuals in relevant private sector organizations.

  • Lead the development, execution and communication of Cleco’s advocacy priorities to local, regional, state and national elected officials and staff.

  • Monitors legislation and policy activities, updates and advises Cleco leadership and staff about relevant policy proposals and actions, and works with Cleco staff to analyze potential impacts on the Company. Communicates with the Company to inform them of relevant governmental issues.

  • Coordinates the government relations strategy with other relevant stakeholders, including Cleco’s leadership, state and national associations, government relations staff from other agencies and electric utility industry peers.

  • Lead and foster the growth of the Cleco Political Action Committee (CPAC) and manage operations and distribution of funds while maintaining compliance.

  • Use technology, data, and performance metrics to drive successful advocacy outcomes.

  • Support the effective, timely, and ongoing communication of Cleco’s advocacy priorities to the Senior Management Team and stakeholders.

  • Develops materials in support of the Company’s government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.

  • Plans and implements events and other activities to support the Company’s government relations goals, such as town halls, conferences, Company visits, and meetings

  • Responsible for developing and managing the Government Relations departmental budget.

Qualifications

Required Education, Skills & Experience

  • Master’s / Bachelor’s degree in Business Administration, Communications, Public Affairs / Administration, Political Science, Law

  • 15 - 25+ years of professional work experience

  • 5- 10+ years of people management experience, preferred

  • Exceptional interpersonal and diplomatic skills, emotional intelligence, and judgement.

  • Inspirational and visionary leadership and management skills.

  • Strong desire and ability to lead and work on teams.

  • Exceptional oral and written communication skills.

  • Ability and desire to be a strong servant leader in support of Cleco Power’s vision and strategy.

  • Exceptional skills and experience with preparing and giving presentations to groups of all sizes.

  • This level is based only on availability in approved org design/structure; strict adherence is required

Licenses and Certifications

  • State (executive, legislative, local) lobbyist registration with Louisiana Ethics Administration

  • Federal lobbyist registration, as needed
