Portland General Electric Associate Environmental Scientist - FERC License Coordinator in Madras, Oregon

Summary
This position supports the FERC hydro compliance department working alongside 16 biologists and water quality specialists, 10 recreation specialist, 2 cultural resources specialists and 1 FERC license manager. to ensure compliance with the biological, cultural and recreation requirements of the FERC licenses for three hydro projects (Pelton Round Butte on the Deschutes River, Clackamas Hydro on the Clackamas River and Willamette Falls on the Willamette River). This position will:
Assist in preparation of FERC filings including editing and formatting of compliance reports, compiling consultation records, preparing cover letters, and electronically filing documents with FERC.
Arrange stakeholder implementation meetings with state, federal, tribal, and environmental NGO groups. Provide meeting notes and track action items from these implementation meetings.
Assist with permitting needs for projects within the FERC boundaries,
Follow PGE procedures and use appropriate software tools to track compliance and ensure proper record-keeping.
Assist with management of our grant programs aimed at improving habitat for fish and wildlife habitat.

Project Coordination Actively participates on team. Coordinates contractor activities and task performance on contract deliverables when carrying out assigned projects.
Develop Tools and Processes Recognizes and employs internal tools, processes, and resources to track compliance with FERC licensing tasks, and record-keeping. Contributes to the development of improved tools and processes.
Knowledge Sharing Provides professional judgment based on education, related experience, and industry knowledge in discussing ideas and seeking necessary approvals. Participates in professional groups and conferences within the industry as additional experience is gained and knowledge expands.
Studies/Assessments Performs assessments and technical analyses within a specific program area or as part of broader, more complex assessments or studies. Designs, plans, and executes study/assessment tasks within assigned scope of responsibility (independent project or contributor to larger project); identifies, collects and analyzes relevant data and recommends solutions or courses of action to management, external agencies, senior colleagues or study/assessment lead as applicable. May define tasks and coordinate activities of support personnel as study/assessment assignments increase in scope. Participates in field studies and project site visits. Provides peer level quality control.

Qualifications
Education/Experience/Certifications
Education: Bachelor’s degree in environmental science or related field or equivalent experience. Experience: Typically, two or fewer years in environmental science, environmental compliance or FERC licensing or related field.

Compensation Range:
$60,975.00 - $101,625.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
