POSITION PURPOSE

Responsible for maintaining regulatory compliance in federal, state, and local overarching and industry-specific environmental and natural resource laws and regulations applicable to linear utility construction site permits and approvals. The position also supports Company policies, procedures, management practices, and other natural resource projects.

DUTIES AND RESPONSIBILITIES

  • Performs regulatory screening and manages permits for all construction projects for the gas and electric utility, with an emphasis on linear distribution in rights of way.

  • Partners with external consultants and vendors to manage the definition, timeline, and scope of projects.

  • Develops positive working relationships with operations stakeholders, consultants, and other external vendors.

  • Assists in analyzing emerging issues in environmental regulations and management with a focus on construction site permits and approval regulations.

  • Researches and analyzes environmental regulations to determine potential impact on Company operations. Interprets and explains environmental compliance activities and policies.

  • Maintains environmental regulatory compliance by monitoring, reporting, and recordkeeping tasks associated with rules, laws, permits, plans, policies, and procedures associated with erosion control, wetland, archeological, threatened and endangered species, and other construction-related natural resource permits/approvals.

  • Assists with training employees in required natural resource and environmental program areas.

  • Participates in and represents the Company in cross-company environmental groups, external meetings, conferences, and hearings.

  • Liaises with regulatory agency representatives, community members, and customers to maintain good community and public relations.

QUALIFICATIONS

Education and Experience

  • Bachelor's degree in biology, environmental science, geology, environmental engineering, or related field.

  • Five or more years of experience in environmental and natural resource project management.

  • Knowledge and experience with environmental and natural resource construction permits and approvals in electric or gas utilities preferred.

Knowledge and Skills

  • Working knowledge of environmental compliance strategies and methods; environmental reporting and testing systems; pertinent federal, state, and local laws, codes, and regulations; and basic budget and finance principles.

  • Working ability to research, analyze, and evaluate new program techniques, methods, and procedures; apply the laws and regulations to maintain environmental compliance; conduct a variety of surveys; effectively oversee, evaluate, and recommend appropriate corrective action; prepare clear and concise reports; effectively monitor a program budget; develop and present training and public information sessions; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

  • Able to understand the Company's core processes and seek ways to cost-effectively integrate environmentally protective measures into those processes.

  • Effectively work in a team.

  • Effective analytical, written, and verbal communication and interpersonal skills.

  • Able to manage multiple priorities.

  • Organized with attention to detail.

  • Able to use personal computers and various software programs including word processing, spreadsheet, and database packages.

The position is hybrid, and office days are in downtown Madison, Wisconsin, where MGE is an active participant in community efforts to preserve the area's extraordinary quality of life.
