The Manager of Right or Way directs and coordinates the activities of the Arkansas Electric Cooperatives, Inc. (AECI) - Right of Way (ROW) Services Department. AECI ROW Services crews, provide contracted vegetation management services to various electric cooperatives throughout Arkansas, as well as other states.In this position, you will be given the opportunity to work alongside peers who are versatile, enthusiastic, and strive to push forward AECI’s mission.

Responsibilities

  • Directs the activities of the ROW Services Department working with and through the ROW Supervisors, General Foreman and Foremen.

  • Oversees right of way clearing and re-clearing, and herbicide application projects with various cooperatives throughout the region. Assures that all crews adhere to safety procedures and requirements.

  • Conducts routine field inspections to review the quality and quantity of work being performed and provides direct guidance to foremen.

  • Schedules work according to contractual agreements and assigns multiple crews to the designated job site locations according to the schedule assigned.

  • Inspects prospective job sites. Directs the development and final preparation of bid quotes. Assists in the preparation of and review of monthly ROW Services Department invoicing.

  • Contacts customers regarding day-to-day activities of the crews who are engaged in work for those customers.

  • Assists in the preparation and presentation of yearly capital and operating budget in coordination with the Director – Utility Services and Department Administrative Assistant(s). Evaluates equipment needs, solicits bids on equipment and makes recommendations for purchases within capital budget guidelines. Evaluates all employees under his/her direction and makes recommendations for salary adjustments within operating budget.

  • Provides timely status updates and recommends plans of action to Director of Utility Services regarding all department activities, progress, and problems.

  • Coordinates maintenance of equipment to assure proper working condition and safety regulations in conjunction with the Manager – Utility Services Fleet

  • Schedules and coordinates ROW Services Department crews during emergency situations.

  • Develops and implements ROW Services Department job and safety training program to include new employee environmental, safety, and health orientation.

  • Promotes and enforces environmental, safety, and health standards and adherence to local, state, and federal, regulations.

  • Carries out supervisory responsibilities in accordance with AECI Management Guidelines and all applicable federal, state, and local laws. Responsibilities may include but are not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding, and disciplining employees; addressing complaints and resolving problems.

  • Handles stress effectively and works well with others.

Minimum Qualifications

  • Pursuant to the Arkansas Medical Marijuana Act 593, this position is designated safety-sensitive according to AECC/AECI standards and processes.

  • As a condition of employment, this position requires a post-offer pre-employment drug test and requires passing a DOT physical.

  • Bachelor’s degree in Business Administration or related field, plus 8 years related experience and/or training, including 5 years related management experience, or equivalent combination of education and experience.

  • Valid Driver's license.

  • CPR and First Aid certification (or ability to obtain within 30 days)

  • Must be able to travel to various locations throughout the state of Arkansas, Missouri and Oklahoma and stay overnight as required to complete work assignments.

  • Must be able to work extra hours when necessary and report to work whenever needed during non-scheduled working periods.

  • Excellent written, verbal, communication, leadership, and interpersonal skills.

  • Proficient with Microsoft Office Suite (Word, Excel, Outlook, Power Point, SharePoint, etc.).

  • Ability to work cooperatively and collaboratively with all levels of employees and management.

  • Proactive, flexible, independent, detail oriented, and a problem solver.
