Purpose

Klamath Energy (KE) consists of two facilities. The Klamath Cogeneration Project is a 535 MW state-of-the-art gas-fired combined cycle cogeneration facility and a 100 MW Peaking Facility adjacent to the City of Klamath Falls, Oregon. These facilities operate as a flexible dispatch combined cycle merchant plant and a fast start peaking plant supplying power to California and the Pacific Northwest, as well as steam to the adjacent Collins Products manufacturing facility. These plants commonly operate in Automatic Generation Control (AGC) and also serve as a resource for the Avangrid Renewables Balancing Authority.

The KE Program Manager - Process Engineering (PM-PE) is responsible for compliance reporting and administration for all plant permits, policies and procedures related to environmental, health and safety requirements. The PM-PE will be a permanent member of the Safety Committee and serve the plant staff and crew in an advisory / consulting capacity for all things related to environmental, health and safety. The PM-PE is responsible for annual budgeting for all EH&S requirements and projects.

The Program Manager - Process Engineering will work closely with all plant employees. Annual required reporting to regulatory agencies, Portland and Spain for EH&S matters is the responsibility of the person in this position.

Responsibilities

  • Monitor for compliance with facility operating permits. Includes EFSC Site Certificate, OR-DEQ Title V permit, City of Klamath Falls Industrial Waste Discharge Permit (IWDP).

  • Complete the permit reporting compliance requirements: periodic reporting (semi-annual and annual), operating report (weekly), deviation reports (as they occur), Electronic Data Report (quarterly).

  • Ensure emissions monitors and data acquisition system are functional and output reports are understandable and correct (applies to both water discharge and air emissions)

  • Provide other reports including DOE EIA (monthly and annual), VPP self-evaluation report (annual), IBR Environmental report (annual), IBR Health and Safety Indicators report (quarterly) and any other agency requests.

  • Coordinate required periodic audits and agency inspections (ISO 14001 annually, VPP Certification 3-year, PSM compliance audit 3-year, PSM Process Hazard Analysis 5-year, OR-DEQ Title V compliance 2-year, SPCC Plan certification 5-year, IWDP inspection annual)

  • Ensure completed corrective actions are communicated to the necessary agencies.

  • Provide for completion of OSHA/DEQ/EPA required training of employees and managers based on required cycles or statute requirement (training requirements are listed on the KE training spreadsheet).

  • Provide for external trainers in first aid/CPR, HAZWOPR, fork lift operation and crane operation.

  • Provide for completion of training as required for the EHS Engineering position (includes RCRA/Universal waste, IATA hazardous material air transport, VPP Special Government Employee auditing, ISO 14001 EMS Lead auditor, Emergency Management Basic ICS)

  • Manage RCRA and universal waste characterization and disposal.

  • Maintain Klamath Energy filing system including non-EHS sections.

  • Coordinate policy/procedure changes and update electronic files for the policy/procedure changes while using the requirements of the Document Control procedure.

  • Maintain the PSM manual contents up to date and accurate for field conditions versus documentation.

  • Maintain and complete the required Management of Change documentation for PSM changes and plant changes.

  • Evaluate contractor health and safety programs for work involving the PSM system.

  • Maintain the MP2 work order system for periodic tasks, including changes to task instructions and frequency.

Skills and Requirements

  • A bachelor’s degree in engineering, chemistry, environmental science or a related field is required.

  • A minimum of 5 years’ experience in a power generation facility or related industry is required.

  • Working knowledge of and able to identify components for mechanical and electrical equipment typically found in power plants or industrial facilities (i.e. motor control centers, distribution panels, pumps, motors, valves, valve actuators and controllers).

  • Able to effectively use computers and software programs – MS Word, MS Excel, Internet, e-mail and computerized maintenance management systems.

  • Previous training and experience with the handling, storing and shipping of hazardous materials.

  • Working knowledge and experience with OHSA, Title V, HazWopper, waste water discharge, ISO14001 and Process Safety Management is required.

  • Possess and maintain a valid Oregon driver’s license.
