Position Specific Description

In this role as a Transmission Planner, you will analyze and evaluate the performance of potential transmission system expansion strategies supporting ISO/RTO system reliability, public policy, economic and market efficiency needs. As part of the NEET organization you will be an integral part of the transmission development team in pursuing new transmission projects in the North American ISOs and RTOs by working with developers in originating competitive transmission opportunities. You will perform independent analysis as well as manage and coordinate key technical functions of project development. You will serve as the technical subject matter expert on the ISO/RTO system studies, policies and processes and provide guidance to the overall development team from a systems analysis perspective. This is a great opportunity to lead evaluation and analysis and communicate key points to project team members to support new and existing transmission projects. In addition, this position tracks requirements and executes necessary system planning studies and other compliance activities to meet all pertinent NERC compliance obligations for designated ISO and RTO transmission planning entities. You will directly interact with transmission planning engineers, consultants, and legal/regulatory experts. You will participate in ISO/RTO working groups and committee meetings relevant to our projects and regional transmission planning and how they impact our business. Employees in this role develop and execute system studies to justify new and/or enhanced transmission projects as part of ISO/RTO processes. This position manages and performs all aspects of the system planning and compliance of transmission projects and M&A opportunities.

Key Responsibilities

  • Perform system modeling and studies in support of origination of projects and other business opportunities

  • Perform system analysis to aid in determining strategic direction of the business unit

  • Lead key functions related to reliability analysis and economic planning

  • Maintain system models and coordinate model updates and compliance activities for existing and new assets

  • Coordinate proposed systems plans with engineering/design, project legal review, permitting activities and/or corporate finance/business management

  • Perform due diligence activities with other internal groups for M&A activity and other diligence needs

  • Act as liaison between internal and external specialists regarding engineering and system planning

  • Engage with and negotiate agreements with consultants and subcontractors

  • Ensure compliance with applicable technical and regulatory requirements

  • 10% - 20% Travel required.

    Ideal Qualifications

  • Bachelor’s Degree in engineering from an ABET accredited school

  • 5+ years in power system planning/modeling (8+ required for Project Director level)

  • Experience in appropriate system modeling tools (e.g., PSS\E, PSLF, TARA, PROMOD, GRIDVIEW, UPLAN)

  • Detailed knowledge of RTO/ISO planning processes

  • Working knowledge of NERC Planning Standards and compliance

  • Master’s degree in engineering with a focus on power systems

  • Ability to code in Python or similar programming languages

  • Working knowledge of economic planning principles

  • Preference is given to candidates with experience in the following RTOs\ISOs or regions: CAISO and/or WECC,

  • Established relationships with ISO/RTO stakeholders

  • Previous participation in ISO/RTO stakeholder working groups

This position manages all aspects of the business deal and ensures the project is completed on time and within budgetary constraints.

Job Duties & Responsibilities

  • Manages all aspects of the day to day transaction process to ensure timely completion as well as a cost effective and competitive results

  • Leads and coordinates key functions such as financial feasibility analyses, engineering/design, project legal review, permitting activities and financial negotiations

  • Coordinates due diligence activities with other internal groups to ensure proper analysis and structuring of assigned projects

  • Acts as liaison between internal and external specialists regarding procurement, contracting, permitting and interconnection

  • Constructs contractual arrangements for project development

  • Negotiates agreements with consultants and subcontractors

  • Ensures compliance with applicable technical and regulatory requirements

  • Fosters external relationships with customers, third parties and members of the community

  • Identifies opportunities and negotiates power sales contracts

  • Performs other job-related duties as assigned

Required Qualifications

  • High School Grad /GED

  • Bachelor's or Equivalent Experience

  • Experience: 8+ years
