Become a Portfolio Development and Solicitations Advisor at Southern California Edison (SCE) and build a better tomorrow. In this job, you will be leading one or more solicitations for Energy Efficiency programs. You will have accountability over the SCE vendor selection and contract process, including creating and coordinating Requests for Abstracts and Requests for Proposals (RFA/RFPs), collaborating with key SCE teams to develop terms and conditions with selected vendors, and acting as contract expert during initial program set up and as program needs evolve. The Advisor will be responsible for aligning and incorporating requests and program requirements throughout the solicitations. Work will require high attention to detail, ability to collaborate across multiple functional teams, and proficiency in contractual language.

You will be part of a team of subject matter experts responsible for managing the processes for competitive solicitations (RFx), providing solicitation guidance, and drafting contractual language. The successful candidate will apply their analytical proficiency and collaboration skills to support planning, contracting, and valuation.

  • Conduct and project manage complex competitive market driven solicitations for EE system benefit.

  • Develop and negotiate complex contracts, and terms and conditions that contribute toward optimizing benefits for SCE’s customers and contributes to a cost-effective portfolio, ensuring compliance with California Public Utilities Commission (CPUC) mandates.

  • Develop and lead SCE’s relationship with external stakeholders (Independent Evaluators, Procurement Review Group (PRG), Investor-Owned Utilities and financially interested market developers) through the origination and negotiation of Agreements to support SCE’s EE transition to a third party, market driven portfolio of programs.

  • Lead large cross functional teams during the various phases of procurement program design, development, and implementation.

  • Work closely with functional departments from planning, evaluation, operations, risk, credit, law and finance with primary responsibility to ensure contract terms and conditions are met.

  • Identify, develop, and implement Continuous Improvement initiatives with the objective of increasing efficiencies and reducing costs, and make strategic recommendations and decisions in support of SCE's Company objectives.

  • Prepare reports and presentations for senior leadership, through the Solicitations Executive Steering teams, monthly PRG meetings and other Senior Management reviews.

  • Participate in external regulatory and market communication forums (i.e., Market Awareness, Bidders Conferences and Webinars) and activities related to EE competitive procurement activities.

  • Respond to CPUC data requests, and staying informed of state, local and federal regulatory policies.

  • Drive additional solicitation priorities in support of Contract Management, Advice Letter preparation and Implementation Plan review.

Qualifications

The essentials

  • Seven or more years of experience in solicitation and/or contract management.

  • Three or more years of project management experience using tools, methods, and practices to establish, maintain and report budget, schedule, and status reporting.

  • Ability to clearly explain contract processes and terms and conditions in succinct terms.

  • Proficiency in Microsoft Word, Excel, PowerPoint, and Visio.

The preferred

  • Bachelor’s degree or higher in Business, Management, or other related field.

  • Working knowledge of CPUC procedures, standards, and decision processes.

  • Experience interfacing and/or collaborating with clients, peers, and senior/executive leaders.

  • Ability to achieve results, both individually and working with/through others, by prioritizing activities, managing assignment progress, and holding themselves accountable.

  • Excellent oral/written communication and critical thinking skills, with the ability to understand and respond to internal customer needs and create alternative approaches/solutions.

  • Strong negotiation, leadership and interpersonal skills, and experience implementing process improvements to reduce inefficiency and increase quality.

You should know

  • This position’s work mode is hybrid .The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
