JOB PURPOSE:

Lead and manage all aspects of payroll operations across four payroll systems. This role includes overseeing payroll for approximately 4,500 union employees, with responsibilities that include union fringe benefit reporting and supporting union-related payroll audits. The Payroll Manager will ensure accurate and timely payroll processing, maintain compliance with applicable labor agreements and regulations, and drive continuous process improvement.

ESSENTIAL RESPONSIBILITIES:

  • Support and emulate the Company’s Core Values.

  • Complete continuing education training to gain knowledge and stay current with proper accounting standards treatment and expand personal skill set.

  • Oversee and manage the full payroll cycle across four payroll systems, ensuring timely and accurate processing for all employees, including unionized staff.

  • Supervise payroll staff and/or coordinate with third-party payroll providers.

  • Ensure compliance with union collective bargaining agreements (CBAs) as they relate to compensation, benefits, and fringe reporting.

  • Manage and submit union fringe benefit reports accurately and on time in accordance with union requirements.

  • Support and coordinate union payroll audits, providing all necessary documentation and analysis.

  • Maintain accurate payroll records and ensure data integrity through regular audits and reconciliations.

  • Collaborate cross-functionally with HR, Finance, and IT to align payroll operations with organizational goals.

  • Ensure compliance with federal, state, and local tax laws and wage and hour regulations.

  • Lead or support payroll system integrations, upgrades, and process enhancements.

  • Develop and maintain payroll metrics and reporting for senior leadership.

  • Address and resolve complex payroll-related inquiries and issues from employees and union representatives.

  • Stay informed on payroll best practices, legal requirements, and industry trends.

QUALIFICATIONS:

  • Education: Bachelor’s degree in Accounting, Finance, Human Resources, Business, or a related field (or equivalent experience).

  • Experience: 5–7 years of payroll experience, with at least 2 years in a managerial or supervisory capacity.

  • Experience managing complex payroll for unionized employees, including fringe reporting and audit support, strongly preferred.

  • Proven experience managing multiple payroll systems (e.g., AS400, ADP, PENTA, Sage, Dayforce or similar).

  • Strong understanding of multi-state payroll laws, tax regulations, and compliance.

  • CPP (Certified Payroll Professional) certification preferred.

Functional / Technical Competency Requirements

  • Analytical ability: run reports, evaluate data and find process improvement solutions.

  • Clear, tactful written and oral communication and interpersonal skills, including experience working with union stakeholders.

  • Great team player; positive attitude.

  • Solid working knowledge of Microsoft Office products, especially Outlook and Excel; interest and ability to learn new software and/or web portals quickly and effectively.

  • Excellent attention to detail, analytical thinking, and problem-solving skills.

  • Ability to maintain strict confidentiality in handling employees’ personal data.
