JOB DESCRIPTION SUMMARY:

Lead strong team of environmental professionals responsible for environmental approvals for siting transmission and distribution process within Licensing and Permitting Group. Manage workload and drive projects to completion through effective management, organization, and communication. Ensure staff resources are managed and deployed effectively to achieve milestones and goals. Develop permitting strategies to streamline approvals (where possible) while ensuring compliance, and meet project permitting timelines with appropriate internal and external support and personnel. Coordinate timely construction environmental monitoring to ensure strict compliance with environmental rules and specific requirements of state and federal permits and licenses. Plan, execute, and obtain necessary permitting for projects in accordance with strict deadlines and within budget, including coordinating the efforts of team members in order to deliver permitting projects according to plan and on schedule. Develop best management practices across three states to ensure consistency and compliance with the letter and spirit of environmental laws and regulations.Lead evaluation and determination of company environmental positions relating to proposed changes in policy and regulations by permitting agencies. Develop staff and strengthen teamwork within Licensing and Permitting Group as well as the Environmental Affairs Division as a whole.

  • Effectively manage Licensing and Permitting group ensuring staff resources are effectively deployed to meet project deadlines and milestones.
  • Develop and implement strategies to support business priorities, including compliance and environmental stewardship.
  • Provide strategic and technical support to high priority company projects and initiatives.
  • Execute plans, lead cross-functional teams, interact effectively with regulatory agencies, and manage budgets.
  • Work with Transmission leadership to ensure work is well coordinated.
  • Forge excellent relationships with regulators and key stakeholders.
  • Oversee staff 106 and cultural resource consultations.
  • Build strong collaborative working relationship with utility operations leadership.
  • Attend public hearings, public meetings and other forums as needed.
  • Manage contracts, including specifications and bid documents, RFP coordination, and managing environmental consultants and vendors.

Qualifications

Technical Knowledge/Skill: Strong management and organizational skills. Strong working knowledge of the permitting process of a wide range of regulatory agencies such as: US Army Corps of Engineers, CTDEEP, MassDEP, NHDES, Natural Heritage Endangered Species Program, NEPA, MEPA, NHPA, Section 106, and local environmental bylaws required. Knowledge of transmission line engineering, substation engineering, transmission line construction, substation construction or transmission planning is strongly preferred. Strong communication and collaborative skills required.

Education: Bachelor’s degree in Engineering, Environmental Science or related field; Masters degree in Engineering, Environmental Science or related field preferred.

Experience: Minimum of 10 years utility experience (in either industry or consulting) including 5 or more years managing/overseeing environmental professionals.

EMERGENCY RESPONSE:

Responding to emergency situations to meet customers’ needs is part of every employee’s role. If employed, you will be given an Emergency Restoration assignment. This means you may be called to assist during an emergency outside of your normal responsibilities, work hours and location.
