JOB FUNCTION:
As a member of the process area management team, has the authority and responsibility to lead change. Facilitates development and sustainment of a safe work culture and works towards achieving superior safety performance. Working with the Safety Department and in partnership with the appropriate department management personnel, oversees implementation of, and carries out routine safety compliance programs at Hawaiian Electric Company’s transmission and distribution facilities. Is a champion of a sustained Zero Incident future.
ESSENTIAL FUNCTIONS:
In partnership with department management, removes barriers and roadblocks to ensure cost effective transmission and distribution safety compliance with all applicable requirements. Coaches/mentors/guides/interfaces with employees, alongside supervisory personnel in developing and delivering the appropriate safety work practices and behaviors. Based on observations and interactions in the workplace, works collaboratively with corporate Safety Department to develop programs, policies, and procedures that are designed to achieve superior safety performance. Keeps abreast of current and pending safety regulations by interfacing regularly with employees in their work location, company safety department, and external resources.
In conjunction with appropriate department management, monitors, audits and supports/facilitates the activities of company and contract personnel in safety related activities (e.g., Near-Miss and safety incident investigations), and develops corrective action plans to improve and enforce appropriate safety behaviors and requirements. Reviews work procedures for compliance with company and higher authority safety requirements and the incorporation of industry best practices.
In conjunction with appropriate department management, assists in developing and sustaining programs, policies, processes and procedures that are designed to achieve Zero Incident performance (e.g. Safety Observation Program, Risk Assessment Management Program, pre-job briefing, tailboard meetings, etc.). Reviews safety reports to meet all internal and external compliance requirements.
Recommends budget for material or resources in keeping with federal, state, and local laws to ensure safety compliance in the department. Tracks safety performance through analyses of safety data and metrics and proactively seeks out and identifies potential issues to ensure appropriate programs and procedures are in place.
Partners with appropriate workgroup or vendor and the Safety Department to assist with facilitating safety training program(s) on applicable regulations and programs affecting the assigned group. Keeps management informed of employees’ adherence to safety training and employee performance of particular technical skill sets.
Continuously strive to improve the work performance, customer and employee satisfaction of assigned organization; mentor, encourage, and reinforce same amongst peers.
Actively participates as a member of the emergency response Incident Command Team.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
Thorough knowledge of substation, communication and vault construction, operation and maintenance.
Thorough knowledge of work practices and procedures within energized substations and vaults including electrical holdoffs, limited holdoffs, switching, and grounding.
Thorough knowledge of applicable federal, state, city, and county safety regulations, rules, statutes, ordinances, and codes. Understands the process and the role of safety systems and best practices in achieving superior safety performance.
Working knowledge of Hawaiian Electric’s information systems (Ellipse, UI Planner, etc). and tools such as PC hardware and associated software (i.e.,EXCEL, MS Word, Power Point, etc).
Skills Requirements
Must be an effective communicator, a motivator of people, a resource and proactive professional. Requires working with management to develop clearly defined, communicated and understood safety goals in alignment with corporate safety strategies and programs. Employee represents the company in a professional manner with outside agencies, vendors, government officials, etc.
Collaborates with other safety organizations and professionals to clarify and administer overlapping policies and procedures.
Recognizes and promotes the concept that a safe workplace is critical for efficient work processes, and delivers solutions to leadership for action. Accountable for removing barriers and roadblocks that hinder the process area from reaching its goals.
Must have excellent verbal and written skills and must be able to translate complex regulatory terminology into simple terms.
Must be able to read and understand blueprints and other technical drawings.
Able to recognize potential issues and proactively seeks expert advice; has well developed interpersonal skills. Must have excellent interpersonal skills and the ability to effectively work with all levels of personnel.
Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy.
Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
Must have or be able to obtain Certified Safety Professional (CSP) certification or Certified Utility Safety Professional (CUSP) certification or similar.
Experience Requirements
Minimum five years experience in the construction, operation and maintenance of substation, communication, or vault equipment and facilities.
Minimum five years experience in the interpretation and application of safety regulations in the transmission and distribution environment.
A few years (one to three years) of leadership or supervisory experience preferred.

Hiring Range: The hiring range for the OPERATIONS TECHNICAL SPECIALIST.S3055 [Req ID 8649] position is $84,000.00 to $107,200.00. The person selected will be placed according to his/her skills and qualifications.
