Position Overview:

The Learning and Workforce Development Manager will manage and support the assessment of SEC’s current, intermediate, and long-term workforce development needs and the design, implementation, and evaluation of programs that facilitate the professional development and continuous learning of employees across the business.

The role has broad scope and works collaboratively throughout the business (vertically and horizontally) to support overall talent development; diagnose organizational capabilities; and design and deliver learning solutions, programs, and events to drive a high-performance team and culture.

Duties and Responsibilities:

  • Develop relationships with external and internal partners for workforce development activities to include monitoring contracts with outside organizations, managing professional development training offerings, and coordinating initiatives.

  • Coordinate and implement learning strategies and programs, including learning courses, virtual convening, workshops, virtual career fairs, and other trainings.

  • Develop and manage communications plan to ensure employees within the Company have knowledge of training and development events and resources.

  • Collaborate with key constituencies to identify and develop training and workforce development activities specific to customer, geography, and business function.

  • Develop strategies to address capacity building and leadership opportunities to enhance local, regional, and statewide efforts.

  • Work with the leadership to evaluation team to adequately assess and monitor the success of learning opportunities.

  • Assess Learning and Development needs across all work groups, tenures, and experience levels on an annual basis.

  • Consult with Leadership and other constituencies to understand, prioritize, and align workforce development.

  • Set objectives to create learning paths and measure impact of programs

  • Map emerging skill requests against existing defined competencies, identifying gaps and prioritizing resulting programs

  • Lead the design, development, delivery, and iteration of core learning content and programs using a variety of mediums (virtual and in-person) to drive learning goals and promote inclusion and belonging

  • Support performance management and other professional and leadership development initiatives at all levels to increase organizational effectiveness

  • Select and assess external vendors; manage and partner with them to facilitate content development and delivery

  • Train and coach managers and others involved in team member development

  • Prepare, maintain, and update training processes and norms

  • Create and manage an library of resources and tools to support learning goals and meet business priorities.

  • Partner with Leadership to identify the role of training and learning activities to achieve goals, serving as trainer when necessary.

  • Manage the scheduling, logistical planning, and preparation for training, including workshops and webinars with support from other departments.

  • Lead planning, coordination, and management for creation and delivery of high-quality, responsive training activities to support the programs and strategic goals of the organization.

  • Create and manage an library of resources and tools to support learning goals and meet business priorities.

Education and Experience:

  • Bachelor’s degree in Human Resources, Organizational Behavior, Psychology, Sociology or related field of study.

  • 8+ years of relevant experience in Learning and Development and/or Talent Management, or related experience building, delivering, and measuring high-impact learning experiences to a diverse audience

  • Experience providing technical assistance, training, and/or other workforce development capacity building support in construction industry strongly preferred.

  • Understanding of workforce development, adult learning theory, Human Resources, and professional development best practices to support, engage, and encourage a diverse workforce

  • Excellent organizational and project management skills and ability to meet deadlines.

  • Outstanding verbal and written communication skills as well as knowledge of people-centered educational methodologies and outreach techniques.

  • Strong interpersonal and relationship management skills

  • High degree of comfort with public speaking and facilitation and/or training. Experience with creating and hosting learning events like webinars and network learning circles.

  • Openness to new ideas, a creative and innovative mind energetically searching for new solutions, and passionate about helping people learn and grow.

  • Ability to work independently as well as with all levels of management and staff.

  • Demonstrated proficiency with computer technology (including Microsoft Office suite, virtual meeting platforms and databases) and web content management systems.

  • Proficiency in Spanish is a plus.
