Job Description

Core Responsibilities

  • Adhere to Company and Governing Agency Policies assuring that all work is conducted without causing injury or illness to Company Employees, Contractors or the public. Must be aware of and comply with all pertinent laws and company rules, policies and work practices.

  • Adhere to Company and Governing Agency Policies assuring Environmental excellence by performing all work in a professional manner, in accordance with the highest standards of environmental protection and control.

  • Participate in Engineering Package development by reviewing of Scoping Document, participating in initial field walks for project scoping, reviewing midpoint and subsequent drawing & specification packages, perform necessary field walks to determine accuracy of construction package.

  • Provide comments that would impact construction, such as Environmental Health & Safety (EH&S) requirements, government agency permit requirements, identify long lead equipment & permits.

  • Assist Chief Construction Inspectors, Inspectors to initiate field survey, subsurface review, test pits, EH&S sampling and coordinate as necessary.

  • Assist CCI in high level reporting of status at a frequent basis, includes bi-weekly report and/or general status updates.

  • Assist and guide experienced and incoming CCI's to learn how to read and apply construction and engineering drawings and specifications.

  • Review, with the construction project team, the entire 100% package (drawings and specification) for constructibility.

  • Support review of Engineering estimate and final appropriation with Construction Manager.

  • Develop high level Construction Milestone schedule, to be included in overall project schedule and in support of project management.

  • Identify other organizations that will impact construction activities; ie..Construction Services, Transmission Ops, facilities, etc.

  • Develop Bid Package by confirming available funding and generating a funding request statement, creating special conditions that encompass schedule milestones, general contract requirements, coordination required with internal/external customers, & site logistics requirements.

  • Develop an oracle requisition, review approved bidders list, provide bid documents, perform field walks, track and respond to Q/A's and provide clarifications during bid process, conduct fact finding meeting and pre-award meeting.

  • Conduct a project document turnover with the construction project team.

  • Assist and guide in submittal, RFI, and issue resolution for clarification of bid and scope documentation.

  • Review changes to contracts for funding, scope, schedule impacts.

  • Develop and update contract cash flow with field representatives using performance statement.

  • Develop mid month forecast and month end % complete of work to support CCI in providing updates associated with cost management, month end accruals.

  • Develop and track forecast vs actuals at project level.

  • Review CWE with Project Managers, Construction Managers & Project Team.

  • Provide guidance of baseline schedule and weekly updates to field representatives.

  • Provide guidance to field representatives of closeout requirements, such as; punchlist, permits, payments, commissioning, turnover, lessons learned.

  • Attend user/customer and contractor meetings for critical activities and/or major scope changes.

  • Perform purposeful and frequent field visits, job briefings and document as required.

  • Verify craft report and man hours are submitted by CCI.

  • Coordinate and conduct any field meetings necessary with the governing agencies.

  • Be a liaison to the public.

  • Periodic review and training of standard Con Edison procedures and policies.

  • As necessary, provides support for the Construction Manager and General Manager with other issues such as monitoring and tracking of overall departmental performance (e.g. Key Performance Indicators - KPIs), metrics, departmental and executive level presentations, and other assigned tasks necessary for the success of the department.

  • Assists Construction Manager with reporting significant activities on projects and assists with evaluation of audit reports and implementation of recommendations.

  • Acts as a subject matter expert on construction procedures or process improvement teams as required.

  • Establishes an effective line of communication with senior management of the organizations served by the department construction activities to ensure shared goals are met.

  • Evaluates the performance of the team, assists in determining human and other resources needs and provides input into the organizations budget, training, safety and environmental plans and programs.

  • Responsible for assisting in the career development of CCI's and Union personnel in the department.

Required Education/Experience

  • Bachelor's Degree and 6 years of work experience to include a minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc or

  • Associate's Degree and 9 years of work experience to include a minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc or

  • High School Diploma/GED and 11 years of work experience to include a minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc.

Preferred Education/Experience

  • Bachelor's Degree in Engineering, Environmental Sciences, or Construction Management. 6 years of work experience to include a minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc

Relevant Work Experience

  • Minimum of three (3) years of construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc. Required

  • Extensive knowledge, strong background and subject matter expertise in Construction Management.

  • Required

  • Excellent organizational, interpersonal and communication skills (verbal and written).

  • Required

  • Experience in the review and implementation of contract specifications, drawings, scheduling, and planning.

  • Required

  • Experience and working knowledge of construction specifications and procedures.

  • Knowledge/experience with environmental work, asbestos, lead, PCB's soil remediation, etc.

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.

  • Must respond to system emergencies.

  • Must work at field locations in all weather conditions.

  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces).

  • Must travel to company locations to work on storm restoration and heat contingencies.

  • ust wear all necessary personal Protective Equipment (PPE), including; fire retardant clothing and safety harness.

  • Must use their personal vehicles and transport, store, and secure company laptop computers and other job related equipment in the vehicle. Reimbursement for use of personal vehicle is available through the company mileage procedure.

  • Must be able and willing to travel within Company service territory, as needed.

  • Must be able to participate in the Company's emergency management processes and storm plans as required.
