Job Specifications

Complete procurement transactions for assigned commodities and/or business unit(s) applying supply chain standard processes. Establish contract pricing with preferred suppliers to increase auto sourcing capabilities. Continually focus on identifying and realizing opportunities to reduce the total costs of goods and services purchased while maintaining quality and to reduce the costs and time to process purchase requests.

SALARY RANGE: (Determined by the knowledge, skills and abilities of the applicant.)

  • Level II: $55,450 - $83,300

  • Senior: $65,700 - $98,500

REPORTING RELATIONSHIP: Manager, Strategic Sourcing

LOCATION:Gillette, Wyoming

  • Process purchase requests into purchase orders, which includes identifying proper vendors, placing and tracking the orders, and handling all delivery issues.

  • Manage assigned commodity categories; develop sourcing strategy, conduct vendor bids, negotiate, contract and handle vendor relationships.

  • Guides spend compliance to alliance partners established by Supply Chain management. Manage quoting process for one-time spot buys of goods and services (items where existing contracts do not exist), including development of specifications (where needed) with customers.

  • Evaluate overall revisions, price and past performance of each contract and bring price variances to management’s attention.

  • Research and evaluate supplier markets and make recommendations for standardization.

  • Interpret contract provisions and review contracts for accuracy and changes with management prior to bid and renewal.

  • Serve as a liaison between vendors, internal customers, and company managers.

  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

  • Collaborate with key partners to understand requirements and constraints which may impact the procurement process.


  • Align with all supply chain and corporate policies and procedures.

  • Participate on improvement teams.

  • Maintain a safe work environment and safe work practices while contributing to a culture of safety.


Level II

  • Minimum of (3) three years of experience in purchasing required.

  • Bachelor’s degree in Business Administration, Supply Chain Management or related field, or equivalent combination of education and experience, required.

Senior Level

  • Minimum of (5) five years of experience in purchasing required.

  • Bachelor’s degree in Business Administration, Supply Chain Management or related field, or equivalent combination of education and experience, required.


  • Proficient understanding of supply chain purchasing and contract management systems, policies and procedures and standard processes.

  • Knowledge of purchase order and contract usage terms and conditions.

  • Ability to perform complex spend analysis.

  • Strong interpersonal skills.

  • Strong verbal and written communication skills.

  • Ability to read and understand technical information such as contracts and equipment specifications.

  • Self-starter with ability to make judgmental decisions with little or no supervision.

  • Ability to work effectively in a team environment.

  • Strong proficiency with Microsoft Excel, Word, PowerPoint and Outlook.

Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel up to 15% (e.g., 3.5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
