Inviting applications for the position of:
Planner IV
The Department of Sustainable Development at the City of Gainesville is seeking: dynamic, innovative and forward thinking professionals who will embrace the organization's citizen-centered vision to provide top-notch development services to our community. As a Planner IV, you will lead complex projects and supervise the staff working on them. Overseeing this multi-disciplinary team, the Planner IV will provide guidance and mentoring to staff and interface with City leadership and community members. Team building is important, as complex projects require working together in order to implement innovative policies and programs in efficient and effective ways. The successful candidate will have opportunities to bring their unique skill set to the team.
To qualify for this position you must have:
• A Master's degree in Urban Design or City Planning from a program accredited by the American Planning Association, and eight (8) years of experience in urban planning, including two years of responsible supervisory experience and/or project lead experience;
Or
• A Bachelor degree from an accredited college or university with major course work in architecture, civil engineering, geography, landscape architecture, mathematics, planning, social studies, urban design, urban studies or a related field, and ten (10) years of experience in urban design or land use planning.
And
• Possession of an American Institute of Certified Planners (AICP) certification; American Institute of Architects (AIA) certification; or a Registered Landscape Architect (RLA) may be substituted for one (1) year of urban design or land use planning work experience.
• Valid driver license required upon appointment. Valid Florida Driver license required within thirty (30) days of start date and at all times while employed in this classification.
Preferred Qualification:
Desirable to have accreditation from American Planning Association's professional institute, American Institute of Certified Planners (AICP); or from Leadership in Energy and Environmental Design (LEED), a green building certification program that recognizes best-in-class building strategies and practices.
The ideal candidate will have a team-oriented management style that is motivating and encouraging to staff; and promotes mentoring and collaboration of talents and ideas. Strong project management skills are essential. Must have the ability to oversee a multi-disciplinary team and provide leadership that will ensure the team will meet high level expectations on projects and overall performance of the team.

Job Description
SUMMARY
This is managerial, administrative and advanced project planning and team leadership work administering the programs, projects, planning functions and technical planning responsibilities of the Planning Division in the Planning and Development Services Department, also known as the "Department of Doing".
Positions allocated to this classification report into the Department Director and work under general supervision. Work in this class is distinguished from other classes by its excellent application of professional skills in leading multiple planning projects in a team/project environment.

ESSENTIAL JOB FUNCTIONS
Manages activities and personnel of the City's Planning Division in accordance with all applicable laws, rules and regulations and direction from City Management.
Supervises, in a team centric approach, the preparation and updates of planning projects and programs in the areas of: Long Range/Comprehensive Planning; Current Planning/Development Review; Land Development Code; Urban Design; Concurrency Management; Sustainability; Historic Preservation; GIS and Community Development Software ,Land Management Software experience system and process upgrades; special projects.
Works with the Planning and Development Services Director to develop planning policy direction by preparing alternatives for consideration by various advisory boards, committees and the City Commission.
Attends regular City Commission and Committee meetings; manages departmental advisory boards.
Selects, assigns, coordinates, reviews and evaluates the completed work of team.
Recommends selection, promotion, discharge, and other appropriate personnel actions.
Acts as liaison to outside related governmental, educational and non-profit agencies.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Assists in preparing planning grant design and applications.
Provides public education on City planning function through speeches and responding to public inquiries.
Stays current with professional developments in city planning by outside reading and attendance at meetings.
May act in absence of Director.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

Certifications

For positions within the Public Works Department, desirable to have accreditation from the Institute of Transportation Engineers as a certified Professional Transportation Planner.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of laws, ordinances, regulations and statues which govern planning functions.
Thorough knowledge of planning principles and practices as applied to collection of community planning data, and in the preparation of planning reports and studies in both graphic and written forms.
Knowledge of state and local laws and regulations relating to planning inclusive of State Comprehensive Plan regimen.
Knowledge of principles and practices of effective project management.
Ability to operate personal computer and various software programs (to include but not limited to, MS Office, Adobe CS, Plan and Designer Tool software, AutoCAD, ESRI, ArcGIS or other relevant information technology in urban design and city planning).
Ability to execute basis tasks and knowledge of GIS, sketch-up, Adobe creative suite.
Ability to participate in complex planning studies and project management functions and to analyze information and make substantive recommendations based on such studies.
Ability to analyze complex planning problems and to develop positive courses of action.
Ability to plan, schedule, organize and lead multiple project teams.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds including elected and appointed government officials, Charter Officers, City employees, representatives of other agencies, and the general public.
Ability to communicate effectively, both orally and in writing.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
Work may require performance of tasks outdoors under varying climatic conditions and walking on uneven terrain during field inspections.
Required to work and attend meetings outside regular business hours.
