Inviting applications for the role of:

ITS and CV/AV Program Manager

The City of Gainesville's Department of Mobility is now hiring for a ITS and CV/AV Program Manager to oversee the ITS (Intelligent Transportation System) and CV/AV (Connected Vehicles/Autonomous Vehicles) department.

Tasks to be performed may include but not be limited to:

Managing the programming, administration, and support activities for the Traffic Management server, ITS, CV/AV operating systems. Developing and implementing technical service restorations and troubleshooting procedures for identifying, testing, and diagnosing system and peripheral equipment faults. Coordinates activities relating to the implementation of new software with members of the Traffic Management Team and Traffic Operations members. Leads program management of newly formed ITS, AV/CV section. Develops departmental standards and procedures, including systems programming standards and program documentation requirements. Estimates resource requirements and costs for maintaining development, test, and production services. Plans future hardware and software requirements and directs acquisition and installation of new hardware and software. Develops, implements, and enforces procedural and security standards for operations functions. Evaluates performance of server systems. Reports to and advises the up-line management on plans, projects, and functions. Plans for level of technical support needed in each function and allocates appropriate staff resources.

To be considered for this position you must:

  • Bachelor’s Degree from an accredited college or university in Computer Science, Engineering, or relate field; and

  • Two (2) or more years' experience in installation of networks/server platforms, database management; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

Preferred Qualifications:

  • Experience in TCP/IP particular to networking Traffic Control Devices/ITS Devices and Connected Vehicle Devices.

  • Experience in administering servers, central systems, virtual systems particular to ATMS (Advanced Traffic Management Systems), NMS (Network Management Systems) and CVCS (Connected Vehicles Central Systems).

Job Description

SUMMARY

This is professional administrative and management work overseeing the ITS (Intelligent Transportation System) and CV/AV (Connected Vehicles/Autonomous Vehicles) department.

The ITS and CV/AV Program Manager reports to the Traffic Operations Manager.

ESSENTIAL JOB FUNCTIONS

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor's degree from an accredited college or university in Computer Science, Engineering, or relate field; and two (2) years of experience in installation of networks/server platforms, database management; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of principles, practices, and methodologies of design, programming and maintenance of computer software and hardware and management of systems functions.

Thorough knowledge of operating systems and foundation architecture.

Knowledge of supervisory techniques, practices, skills, and concepts, project control, advanced analysis and design techniques, quantitative methods, resource management, and planning.

Working knowledge of project management and project deployment particularly related to IT (Information Technology), ITS (Intelligent Transportation Systems) and CV (Connected Vehicles) rollouts.

Working knowledge of budget management for operating and maintaining IT, ITS and CV/AV infrastructure and services.

Thorough understanding of and ability to apply information regarding the overall purpose of the organization and the role of the division in achieving the goals and objectives of the organization.

Ability to provide leadership and guidance to all levels of employees as well as provide effective training and professional development opportunities to all subordinates.

Ability to effectively plan and organize work to ensure the highest quality performance of self and others.

Ability to lead, coordinate, and participate in key process improvements as they relate to the Traffic Operations computing environment.

Ability to support and adapt to ever-changing needs of the organization and to quickly adopt and implement new processes and policies into the overall culture of the organization.
