The City of Gainesville Regional Transit System (RTS) is currently seeking a qualified Transit Fleet Maintenance Manager.

This position focuses on managerial and administrative work, directing all City of Gainesville Regional Transit System (RTS) vehicle maintenance. Working under general supervision, this position reports to the Transit Director.

The incumbent for this position will:

Value collaboration, continuous improvement, and public service; Plan, coordinate, assign, and supervise work of transit fleet maintenance personnel including mechanics and store employees; Analyze and evaluate work activities to determine cost, efficiency, and compliance with established budgetary guidelines; Be responsible for state and federal transit safety plans, maintenance plans, and maintenance policies and procedures, including Service Level Agreements (SLA); Prepare budget for maintenance operations; Maintain labor, material and equipment records and prepares other related reports; Coordinate transit fleet services activities, prepare industry required reports and establish vehicle lease rates; Prepares bids or Requests for Purchases (RFPs) for maintenance procurements; Assist in labor agreement negotiations. Supervise transit facilities maintenance and employees.

To qualify for this position you must have: a Bachelor degree from an accredited four-year college or university with major course work in Business Administration, Engineering, Finance, Fleet Management or related area and ten (10) years of progressively responsible experience in fleet management, including three (3) years of supervisory experience;

or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

Certifications or Licenses

  • Florida driver license required at time of hire.

  • Certificate by National Association of Fleet Administrators (NAFA) as an Automotive Fleet Manager (CAFM) is preferred.

Job Description

SUMMARY

This is managerial and administrative work directing vehicle and facility maintenance operations. Positions allocated to this classification report to a Director and work under general supervision. Work in this class is distinguished from other classes by its supervisory, administrative and technical duties.

ESSENTIAL JOB FUNCTIONS

Plans, coordinates, assigns, and supervises work of fleet maintenance personnel including mechanics and stores employees.

Prepares budget for maintenance operations.

Maintains labor, material and equipment records and prepares other related reports. Analyzes and evaluates work activities to determine cost, efficiency, and compliance with established budgetary guidelines.

Assists in preparing specifications for fleet vehicles and equipment.

Assists and performs timely, fair and non-discriminatory evaluation of performance of employees under their supervision.

Responsible for safety plan, maintenance plan, and maintenance policies and procedures, including Service Level Agreements (SLA)

Recommends and initiates discipline of employees in accordance with applicable bargaining agreements and City policies.

Coordinates fleet services activities, prepares industry required reports and establishes vehicle lease rates.

Reviews work orders, maintains inventory control, and prepares auto-part orders for processing.

Responsible for facilities maintenance.

Reviews and evaluates vehicle conditions and advises department heads of this evaluation.

Prepares bids or Requests For Purchases (RFPs) for maintenance procurements.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Assists in labor agreement negotiations.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of a supervisor.

Involved in administration of labor agreements.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited four-year college or university with major course work in business administration, engineering, finance, fleet management, or related area; ten (10) years of progressively responsible experience in fleet management, including three (3) years of supervisory experience; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

CERTIFICATIONS OR LICENSES

Licenses

Florida driver license required at time of hire.

Certifications

Certificate by National Association of Fleet Administrators (NAFA) as an Atuotmotive Fleet Manager (CAFM) is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of methods, practices, tools, and equipment related to vehicle maintenance and repair.

Knowledge of principles and practices of effective administration and supervision.

Knowledge of parts inventories management and control.

Knowledge of occupational hazards and accident prevention methods in assigned area of responsibility.

Ability to plan, direct and supervise work of others.

Ability to retain records, prepare reports, and maintain files.

Ability to work effectively with coworkers and the general public.

Ability to communicate effectively, both orally and in writing.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

While performing the duties of this job, work may require performance of tasks outdoors under varying climatic conditions.

Required to attend meetings outside regular business hours, including evenings, weekends and holidays.
