Gainesville Regional Utilities (GRU) currently has an opening for a qualified Senior Cost Accountant to join our Budget, Finance, and Accounting team. We are looking for a highly responsible accounting professional to perform complex accounting work which includes preparation of financial statements and reports, reviewing and maintaining systems, and recommending modifications and improvements to the Cost Accounting Division (new) in the Budget, Finance, and Accounting Department for the Utility.

As GRU is building a foundation to be a 21st century utility, we have made organizational improvements to proactively manage a changing environment. After successful implementation of SAP HANA's Financial Management Information System (FMIS) module in 2017, and looking ahead at future implementation plans that focus on customer and enterprise asset modules, the Budget, Finance, and Accounting Department has developed roles to both support the implementations and streamline business processes within the Utility. We are currently recruiting for new and existing positions and are excited to invite additional staff to join our team.

Minimum Qualifications:

  • Bachelor's degree in accounting, business, economics or other related discipline; and four (4) years of experience in accounting, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

  • Certified Public Accountant desired.

* We may under fill as an Accountant ll ($44,897.00 - $65,102.00 annually) with the following required experience/education* Bachelor's degree in accounting, business, economics or other related discipline; and two (2) years of experience in accounting, or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.

Preferred Skills:

  • Excellent verbal and written communication and interpersonal skills, the ability to work effectively and efficiently with a variety of internal and external customers, works well independently and within a team environment, ability to take on new tasks with high level of difficulty, excellent problem solving and analytical skills, performs duties as assigned, and knowledge of GASB accounting.

  • The individual will be expected to work with minimal up-front guidance and take ownership of his / her work product.

The successful candidate will be responsible for:

  • Advising department heads and managers on accounting policies; interpreting and applying policies to various Utility functions

  • Facilitating the assessment of Overheads and allocations of Shared Services costs. Communicating adjustments as necessary to cost allocations.

  • Reviewing budget to actual for costing and project systems activities.

  • Documenting policies, procedures and workflow for assigned areas of responsibility with a focus on internal controls

  • Researching complex transactions

  • Preparing journal entries and complex calculations

  • Maintenance of data in our enterprise accounting system, including monitoring and updating available capital funding

  • Performing monthly, quarterly and year end closing, including accrual entries and financial statement preparation

  • Financial statement analysis

  • Assisting with the external audit process

  • Ensuring financial records are maintained in compliance with Generally Accepted Accounting Principles (GAAP), established policies and procedures

  • Meeting all financial reporting deadlines

  • Preparing financial reports and recommendations for management and operational areas

  • Resolving accounting discrepancies and irregularities

Job Description

SUMMARY

This is highly responsible professional accounting work in the preparation of financial reports, reviewing and maintaining systems and procedures and in recommending modifications and improvements to the City accounting system.

Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from other classes by its lack of direct and routine supervisory duties and overall accounting division responsibility and by its advanced professional accounting nature involving, but not limited to, general ledger, plant assets and other related areas.

ESSENTIAL JOB FUNCTIONS

Reviews present accounting procedures and policies and recommends changes or modifications designed to increase efficiency and effectiveness of the accounting operations; studies present accounting methods and practices to assure conformance with policies and procedures established as standard operating policy; develops and modifies detailed accounting procedures, policies and systems in order to meet the changing requirements of the City.

Advises department heads and other officers on accounting policies and interprets and applies them to the various City functions.

Makes special accounting studies and analysis of varied activities of the City government; prepares special financial statements and reports for the information and guidance of City officials; maintains various ledgers.

Prepares monthly budgetary and other status reports.

May supervise all phases of the accounting division during the absence of higher level supervisory staff in the department.

Maintains accounts for special funds, such as utility funds, revenue sharing trust funds, airport capital projects funds and special grants.

Audits reports from pension fund agent and prepares statements; prepares special studies of the pension plan.

Attends work on a continuous and regular basis.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor's degree in accounting, business, economics or other related discipline; and four (4) years of experience in accounting, or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

CERTIFICATIONS OR LICENSES

Licenses

None.

Certifications Certified Public Accountant desirable. KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of modern accounting principles, practices and procedures and ability to apply such knowledge to general and plant asset accounting transactions, to include Florida Public Service Commission requirements and Federal Energy Regulatory Commission guidelines.

Thorough knowledge of the principles, laws, and regulations governing the financial operations of a Municipal Government.

Considerable knowledge of modern business management practices.

Considerable knowledge of EDP methods and procedures.

Ability to devise and apply modern accounting procedures.

Ability to plan, organize and direct the installation of accounting systems and procedures.

Ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements and reports.

Ability to plan, train and supervise the work of professional and sub-professional assistants.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
