The Energy Supply Division of Gainesville Regional Utilities (GRU), seeks an Analyst, Senior for its Fuels Management Department. GRU is the fifth largest municipal electric utility in Florida.

As a diversified municipal utility provider GRU provides electricity, water, waste water services, communications/internet services, and natural gas for a local distribution company. The Fuels Management Department is responsible for the procurement and delivery of heavy fuels oils, light fuel oils, coal, biomass and natural gas for consumption in GRU generating units; the purchase of environmental commodities (environmental reagents for power generation) such as pebble lime, urea, ammonia, sodium bicarbonate; and markets and sells combustion byproducts such as fly ash, bottom ash, and scrubber waste. The Analyst, Senior will function as the department’s Biomass Plant Analyst, all department analysts are expected to backup analysts in other functional areas and participate in various technical and economic analyses. The position reports to the GRU Fuels Manager.

To be considered for this position you must have a bachelor’s degree from an accredited university in engineering, business, finance, accounting, economics, mathematics, science or a related field (as determined by the hiring department) and three years progressively responsible experience in natural gas operations, utility analysis, fuels/energy analysis, financial analysis, commodity markets or a related field.

Candidates with no degree may be considered with seven (7) years of progressively responsible related analytical experience or an equivalent combination of education, training, and experience. A valid Florida driver’s license is required at the time of hire and must be maintained throughout employment in this position.

The position may also be under filled as an Analyst ($52,000.00 - $75,400.00 annually). The Analyst position requires a bachelor’s degree in finance, business, economics, or a related field, and two (2) years of experience in financial, operational or fuels analysis, or six (6) years of related analytical experience (with no degree), or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities. Candidates that do not meet the experience requirements for Analyst, Senior, but do have two (2) years of relevant experience are encouraged to apply.

The ideal candidate could have:

  • Good organizational, time management and communication skills.

  • Demonstrated ability to be effective as a member or leader of a team coordinating the use of company resources to solve complex problems requiring input from various departments and levels within GRU.

  • Working knowledge of energy/fuel markets.

Knowledge and Experience with the following:

  • Negotiation and administration of fuel supply agreements.

  • Procurement of natural gas, coal, fuel oils and/or biomass.

  • Issuing, and analyzing responses for solicitations for commodities and services.

  • Biomass and/or forestry experience.

  • Knowledge of the principles of risk management in general and or specific knowledge of natural gas and power hedging.

  • Basic knowledge of power generation and fuel combustion.

  • Performing economic/financial analysis.

  • Pipeline nominations, scheduling and pipeline balancing of natural gas supplies.

  • Natural gas or fuel supply cost accounting

  • Basic knowledge of project management

  • Experience managing/coordinating fuel suppliers, consultants and contractors.

  • Experience working with power plant production personnel.

  • Experience as a shipper’s representative with natural gas pipelines.

SUMMARY

Professional mid-level work performing analytical activities of significant complexity that require independent and critical thought and problem definition and solution analysis and may require the review of work or direction of lower level Analysts.

Positions allocated to this class report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by the technical and independent nature of the research and analysis required.

ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

Prepares varied financial, operating or marketing reports, including study plans, quarterly summaries, forecasts, system and organizational analyses, and work flowcharts.

Acquires and disseminates information concerning work methods and procedures, controls, and similar management functions. Develops alternatives and makes specific recommendations to superiors and assists in implementing the recommendations.

Develops and maintains computer-based data files and records related to customers, costs and cost support schedules.

Determines short-term fuel requirements for utility facilities and exchange of wholesale transactions to third parties.

Assists in the preparation and monitoring of the departmental budget. Evaluates capital expenditure requests and capital needs of the department.

Assists in the performance of technical and analytical evaluations on purchases, exchanges, sales, transportation, usage and inventories of utility fuels.

Studies actual and potential problems and presents findings to officials using charts, slides, and other visual aids to describe findings, proposed solution, and effect in such areas as policy, program, organization, procedure, and form.

Designs and implements marketing research systems and projects to identify and analyze competitors' strengths and weaknesses and marketing and communications processes' strengths and weaknesses.

Conducts audits to monitor performance. Performs rate, load, financial, operational or marketing studies. Makes long- and short-range financial, operating, facilities or marketing plans.

Provides direction and oversight of work of lower level Analysts.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Assists in identifying user needs for automated information systems.

Assists in formulating operating procedures for assigned division.

Assists departments in developing service goals, objectives and standards.

May supervise, plan, and coordinate the work of subordinates.

May act in absence of supervisor.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor's degree in business, marketing, public administration, finance, accounting or a related field as required by the hiring department, and three (3) years of progressively responsible experience in financial, operational, fuels or marketing analysis, or seven (7) years of progressively responsible related analytical experience (with no degree), or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
