GIS support for BHE’s Gas Integrity Management Programs. This includes DIMP, TIMP, and SIMP with a focus on using GIS to help identify pipeline asset threats and evaluate and rank risk. This position requires a thorough understanding of distribution, transmission, and storage energy operations and corresponding regulations. A comprehensive knowledge of the Esri GIS platform and analysis techniques is required.

SALARY RANGE: $68,450 - $102,750 (Determined by the knowledge, skills and abilities of the applicant.)

ESSENTIAL JOB FUNCTIONS:

  • Manage and operate integrity risk model tools under direction of GIS Manager and Integrity Program Managers.

  • Ability to understand DIMP/TIMP/SIMP requirements in order to provide enhancement recommendations to integrity data, tools, and techniques to more accurately identify risks.

  • Be the “expert” using the DIMP/TIMP/SIMP model algorithms obtaining a clear understanding on how each model data input affects the model risk outputs.

  • Provide recommendations for model evolution and “tweaking” as data inputs become more comprehensive over time and potential threats change. Recommendations may include applying additional data, weighting modifications, or more drastic model algorithm logic changes or migration to a different model concept.

  • Stay current and provide updates on risk modeling techniques and concepts in terms of both the integrity and GIS best practices.

  • Evaluate model risk results against BHE events over time to test accuracy and continuously recalibrate inputs.

  • Assist in making data improvement/cleanup recommendations that will help model result accuracy.

  • Use model outputs to assist in providing preventative and mitigative recommendations for operational integrity projects that will lower absolute risk.

  • Troubleshoot problems with the GIS applications and resolve issues.

  • Obtain feedback from end users in order to enhance application functionality and to evaluate training needs.

  • Perform complex GIS reporting and analysis.

  • Manage the class location and HCA analysis tools and assist in associated structures program to more accurately and efficiently provide data inputs.

  • Perform GIS data cleanup through individual effort or by managing a project team or vendor in a more comprehensive data cleanup initiative.

  • Utilize BHE’s Esri portal environment and web mapping tools to engage users with the GIS data. This includes both data collection and dissemination.

  • Understand and work within the confines of IT, security and internal audit rules and policies.

  • Provide support and training for GIS applications and systems.

  • Ability to work and problem solve independently.

  • Other duties as assigned.

QUALIFICATIONS:

  • 5 or more years of mapping experience with the Esri platform stack required.

  • Bachelor’s Degree in geography or geographic information systems, CAD or computer science required, or equivalent combination of education and experience.

KNOWLEDGE/SKILLS/ABILITIES:

  • Strong knowledge of GIS concepts and techniques.

  • In-depth knowledge of electric and gas utility business processes, operating standards and construction standards.

  • Understanding of DIMP, TIMP, and SIMP regulations.

  • Comprehensive working knowledge of the Esri GIS Stack.

  • Advanced skills in data analysis using ArcGIS Desktop and ArcGIS Pro.

  • Advanced skills in using Esri’s Portal web mapping environment.

  • Experience with mobile GIS/GPS technology and concepts.

  • Knowledge of relational database management (RDBMS) concepts.

  • Working knowledge of the latest IT concepts, technologies and terminology.

  • Understanding of interfaces between systems.

  • Ability to learn and understand all application functions.

  • Exceptional verbal and written communication skills.

  • Exceptional presentation skills.

  • End user support and training experience.

  • Effective project management, planning and scheduling skills, understanding of customer value drivers.

  • Ability to work under time constraints and deadlines.

  • Ability to accomplish complex project tasks in cooperation with other employees and multiple departments.

  • Strong computer and programming skills.

  • Ability to travel as required.

Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level. Must be capable of up to 10% travel (e.g. 2 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
