GIS Analyst - Associate

Summary

This position is an entry-level position responsible for maintaining the quality and consistency of data within the Oncor Transmission GIS system. This position will be responsible for working closely with Oncor stakeholders and 3 rd party service providers to ensure high quality and maintain data integrity. We are looking for analytical individuals with the ability to be successful working both independently and on a team.

Key Roles & Responsibilities Directly or through others, the incumbent will:

  • Responsible for day to day business needs for visualization maps and report creations.

  • Responsible for but not limited to, data creation, correction, and extraction, and application configuration.

  • Responsible for reviewing data quality and performing minor data edits.

  • Facilitate the acquisition and importation of external data sources into the Oncor GIS datasets.

  • Participate in the testing of changes, enhancements, and upgrades to the Oncor Transmission GIS.

  • Perform data extractions from the GIS data sets on an ad-hoc basis.

  • Track and update status on individual tasks assigned.

  • Assist in the testing of changes and upgrades to the Oncor Transmission GIS system.

  • Document processes and establish procedures to accomplish assigned tasks.

  • Become knowledgeable of all standards created for the Oncor Transmission Information System (OTIS) web and mobile modules.

  • Able to use and understand the functionality of the Oncor Transmission Information System (OTIS) web and mobile modules.

  • Document and report QA/QC issues of 3rd party provided data.

  • Assist in the development and delivery of OTIS training materials to end users.

  • Assist in troubleshooting and resolving issues reported by end-users of the Oncor Transmission GIS.

  • Learn and utilize 3rd party tools, such as Admin Tools, to support the management of the Oncor Transmission GIS.

  • Learn and follow internal standards to utilize and maintain the Oncor Transmission Information System (OTIS) web and mobile modules, and assist in developing solutions that promote the improvement of business processes.

  • Ability to work during inclement weather conditions to support the Oncor Transmission system

  • Ability to assist in OTIS maintenance windows, including occasional nights and weekends

  • Perform other duties and responsibilities as assigned.

Education, Experience, & Skill Requirements

  • Bachelor’s degree in Geographic Information Systems (GIS), or a related subject, or equivalent experience preferred

  • Zero (0) - two (2) years of experience in GIS methodologies using ArcGIS software

  • Experience in using ArcGIS Desktop version 10.7 or higher, and/or ArcGIS Pro 2.0 or higher is preferred

  • Basic understanding of GIS concepts, image interpretation, and conveying GIS/spatial information to non-GIS/technical people

  • Able to work independently while adapting to rapidly changing goals and prioritizing accordingly

  • Excellent communication skills (written and oral) as it relates to training and knowledge transfer of information.

  • Excellent analytical, problem-solving, and decision-making skills

  • Knowledge of electric transmission infrastructure is preferred

GIS Analyst

Summary

This position is responsible for maintaining the quality and consistency of data within the Oncor Transmission GIS system.   • Utilize versioned databases for creation and editing of tract and easement data sets using COGO tools.

  • Leverage ArcGIS editing tools to process engineering preliminary and final As-Builts.

  • Edit and maintain transmission system data including, but not limited to engineering As-Builts and data corrections in an ArcSDE versioned database

  • Assist with gathering business requirements for ESRI out of the box web and mobile modules

  • Develop ESRI out of the box web and mobile modules

  • Process photos and LiDaR information

  • Create module test cases, user guides, and training material

  • Ability to read alignment sheets and engineering layouts

  • Create complex visualization representations of Oncor assets for use in a variety of data analysis

  • Provide end user support for OTIS web and mobile modules

  • Ability to work during inclement weather conditions to support the Oncor Transmission system

  • Ability to assist in OTIS maintenance windows, including occasional nights and weekends

  • Participate in the testing of changes, enhancements, and upgrades to the OTIS web and mobile modules.

  • Document processes and completion status related to individually assigned tasks.

  • Assist in troubleshooting and resolving issues reported by end-users of OTIS web and mobile modules.

  • Minimum two (2) years of experience in Geographic Information Systems methodologies using ArcGIS software

  • Experience in using ArcGIS Desktop version 10.7 or higher, and/or ArcGIS Pro 2.0 or higher is preferred

  • Experience using ArcGIS software for geoprocessing, advanced editing tools, handling of various data sources, conversion of non-spatial data, and managing versioned Enterprise Geodatabases

  • Basic understanding of GIS concepts, image interpretation, and conveying GIS/spatial information to non-GIS/technical people

  • Able to work independently while adapting to rapidly changing goals and prioritizing accordingly

  • Excellent communication skills (written and oral) as it relates to training and knowledge transfer of information.

This position will be responsible for working closely with Oncor stakeholders and 3 rd party service providers to ensure high quality and data integrity is maintained. We are looking for analytical individuals with the ability to be successful working both independently as well as on a team.

Key Roles & Responsibilities Directly or through others, the incumbent:

  • Function as the point person for Oncor Transmission Information System (OTIS) web and mobile modules end-user questions and training

  • Knowledgeable of all standards created for the Oncor Transmission Information System (OTIS) web and mobile modules

  • Administer ArcGIS Enterprise across multiple environments including data maintenance, publishing, user setup, user support, security, service registration, and upgrades.

  • Manage versioned environments and workflows, including Enterprise geodatabase replication between upper and lower environments.

  • Responsible for gathering business requirements for complex module development for both web and mobile modules

  • Develop complex web and mobile modules leveraging ArcGIS toolsets such as, but not limited to, data store and SDE database and APIs.

  • Create complex visualization representations of Oncor assets for use in a variety of data analysis

  • Create module test cases, user guides, and training material

  • Act as a subject matter expert and provide ideas and solutions toward the improvement of business processes

  • Find innovative ways of improving data editing efficiencies as well as assist in improving existing workflows

  • Track and update status on individual tasks assigned

  • Document processes and establish procedures to accomplish assigned tasks

  • Participate in the testing of changes, enhancements, and upgrades to the OTIS web and mobile modules

Education, Experience, & Skill Requirements

  • Bachelor’s degree in Geographic Information Systems (GIS), or Specialized GIS education or certification, or equivalent experience preferred

  • Five or more years of experience in Geographic Information Systems methodologies with the ESRI software application

  • Experience in using the ArcGIS Desktop version 10.7 and/or ArcGIS Pro 2.0 or higher preferred

  • Proficient in ESRI ArcGIS Desktop software, specifically in regard to geoprocessing and advanced editing tools, as well as, accessing data through ESRI ArcSDE connections

  • Experience with Admin Tools for ArcGIS preferred

  • Exposure to management of ArcGIS SDE versioned databases

  • Experience with handling and conversion of multiple spatial and non-spatial data sources

  • Understanding of GIS concepts, image interpretation, and conveying GIS/spatial information to non-GIS/technical people
