As the Surveying and Right-of-Way Manager , you will manage acquisition of rights-of-way, fee, easement, permit rights, and settlement of related damage claims. Manages contractor vendors for surveying, land acquisition, land title and appraisers. Develops and implements plans, guidelines, procedures, and schedules to accomplish above activities for the Indiana, Ohio and Kentucky gas regions and the Southwest Indiana electric region. Manages and approves disbursement of funds in accordance with rental or leasing agreements. Executes or approves bills of sale, assignments, releases of easements, trespass cases, rental or lease agreements, and similar instruments; manages preparation of reports on progress, real estate, acreage, etc. Manages and administers all Surveying and Right of Way activities and all land rights related GIS activities for the Company in the Indiana, Ohio and Kentucky gas regions and the Southwest Indiana electric region. Monitors and evaluates progress and results, and determines improvements that may be needed in operating procedures of ultimate objectives. Establishes due diligence reviews and schedules for Surveying and Right of Way for potential acquisitions of routes, areas, sites, and pipelines. Represents the Company before governmental agencies, land developers, legal proceedings, and landowners under a variety of circumstances.

Specifically, you’ll have the opportunity to:

  • Support and emphasizes the importance of safety and environmental programs.

  • Promote all aspects of safety and where practical and within the limits of knowledge and training, warns and protects the public concerning the dangers involved in work or other activities near gas and electric facilities.

  • Manage and monitors organizational performance and activities, evaluates impact of internal and external factors such as: technology changes, regulations, business opportunities, and implements process adjustments.

  • Manage and monitors disbursement of funds for easement acquisition for land rights purchases by departmental checking account and / or company credit cards.

  • Represent the Company and division on task forces, committees, and work teams with inter-company and external entities with a focus on continuous improvement and better meeting client needs.

  • Negotiate contracts, licenses, right of way easement agreements, and damages.

  • Review and analyzes labor and material requirements and contract information in relation to work load and projects requirements for budget planning and forecasting.

  • Consult, negotiates, and coordinates with Officers, Directors, Managers, and other company agents on gas and electric projects to achieve company goals.

  • Plan and schedules division operations to support current and future goals (e.g., plans work, assign tasks, develops goals), and follows through to ensure completion.

  • Manage and performs activities for division employees and contractors (e.g., safety, performance reviews, job descriptions, employee development plans, discipline, counseling, hiring, and terminations).

  • Stay cognizant of the changing competitive environment and emerging trends in the gas and electric business necessary to maintain a competitive advantage.

  • Prepare and delivers oral and written communications relating to division activities such as: reports, presentations, and department meetings.

  • Evaluate alternatives, and makes decisions and judgment about division operational programs, activities, facilities, employees, and equipment that result in increased productivity and effectiveness.

  • Budget for ongoing and future expenses and monitors performances.

  • Observe Company facilities and promptly reports and records any defects or irregularities in accordance with established Company procedures.

Basic Qualifications:

  • Requires a Bachelor’s degree in, Business, Geometrics, Surveying, GIS, or related discipline from an accredited college/university or a combination of education and experience providing equivalent level of knowledge and experience.

  • Requires at least six - eight years of experience and Land Surveying, Real Estate, GIS, or Civil Engineering with specialization in Land and Title Rights, and Document Management or equivalent education.

Preferred Experience, Education and Skills:

  • Must be knowledgeable in state and local property regulations along with the ability to read and understand legal documents, maps/plats, and comprehensive land title reports on real and personal property.

  • Must be a self-motivated individual with strong interpersonal, diplomatic, negotiating, analytical, organization, and communication (written and verbal) skills, as well as, conflict resolution and problem-solving skills.

  • Negotiate short and long-term contract service agreements.

  • Manage professional and technical staff, including project coordinators.

  • Assign, schedule, and coordinate staff workloads in accordance with project requirements and priorities.

  • Provide guidance, direction, and developmental cross-training opportunities that allow staff talents to be identified and developed.

  • Develop long and short-term strategies to include performance goals and staffing, with respect to corporate and business unit requirements.

  • Develop service level commitments in accordance with organizational requirements.

  • Anticipate and evaluate changing business requirements and legislative changes.

  • Must be able to handle multiple tasks and priorities along with the ability to accept responsibility for department/division activities and outcomes.

  • Must be able to take initiative to reason and exercise independent judgment and discretion in dealing with a variety of individuals and situations in a non-threatening manner.

  • Must be able to negotiate between inner-company, land owners, and governmental entities, and build partnerships.

  • Must have a sound and working knowledge of geospatial overlays with GIS and various CAD systems.

  • Must have a sound and working knowledge of FileNet and data base designs.

  • Must be a diverse thinker and be able to address varying groups and individuals accordingly.

  • Must be able to confront adverse situations.

  • Ability to demonstrate competency to communicate effectively, both orally and in writing, including effective presentations to a variety of audiences.

  • Ability to exhibit skills in problem resolution, related to data and process.

  • Ability to encourage, influence, and sustain high-performance employees.

  • Ability to handle multiple tasks and conflicting priorities along with the ability to accept responsibility for activities and outcomes.

  • Ability to understand the operations of gas and electric distribution companies.
