Land Management Specialist - Shoreline - Oconee/Sinclair Office, Eatonton, GA

JOB SUMMARY

The Shoreline Land Management Specialist position’s primary purpose is to protect and enhance Georgia Power’s land and water assets as it relates to regulatory, environmental, aesthetic, and recreational requirements.

  • Ensure compliance with Georgia Power shoreline management guidelines, FERC (Federal Energy Regulatory Commission) hydro operating licenses, and other applicable state and federal laws permits or regulations pertaining to rivers, streams, lakes, wetlands, and surrounding uplands.

  • Manage shoreline property development and lake lot leasing on Company lands for the Oconee-Sinclair Lake Resources Office, including the hydroelectric generating project reservoirs for the Oconee River.

  • Maximize revenue from the company’s land and water assets, while enhancing asset value and minimizing public concern.

JOB REQUIREMENTS

  • Four year degree in Recreation, Forestry, Real Estate, Geography, or Natural Sciences preferred.

  • Two years of relevant work experience preferred.

  • Strong computer skills and use of emerging technology.

  • Two years of GIS experience preferred with demonstrated experience in using GIS to manage work related to utilities, real estate, environmental/natural sciences, permitting, forestry, and/or the public; demonstrated experience in managing enterprise data, associated systems, and/or GIS application development is a plus.

  • Managing real estate issues and transactions.

  • Working directly with customers and providing excellent service to every customer every day.

  • Communication and interaction with public and governmental agencies.

  • Knowledge of hydroelectric operations and FERC license requirements.

  • Knowledge of local, state, and federal regulations that apply to riparian buffers and shoreline development.

  • Knowledge of land management, real estate transactions, property rights, surveys, and construction plans.

  • Knowledge of water safety issues and training programs.

  • Problem-solving and negotiating skills.

  • Excellent communication and presentation skills.

  • Ability to work independently and as a team player.

  • Time management skills (planning / scheduling).

  • Boating and navigation skills (must currently have or be willing to obtain a Boating Safety Certification)

  • Walking on unlevel surfaces (forests, lake shoreline)

JOB RESPONSIBILITIES

  • Key contact for lake residents, homeowner associations, and governmental agencies

  • Manage shoreline development through established permitting program ensuring compliance with Federal Energy Regulatory Commission (FERC) license requirements and our Georgia Power’s Shoreline Management Guidelines to allow lessees, adjacent landowners and commercial developers to access and use Company lands and waters

  • Meet shoreline residents, governmental agencies, and other key stakeholders on site for construction plan review, issue management, and guideline enforcement to ensure compliance with company guidelines and FERC requirements. Prevention of unauthorized construction and encroachments through shoreline inspections; ensure consistent enforcement and removal of unauthorized structures

  • Monitor company owned bulk property managed by the Oconee-Sinclair office for unauthorized activity

  • Inspect and coordinate maintenance of FERC and DNR approved buoys and signs

  • Coordinate with other Environmental and Natural Resources staff and appropriate agencies to protect and conserve protected species, wetlands, water quality, and other environmental resources.

  • Research property ownership rights and assist in preparation of necessary legal documents (lease, license, and other property rights documents)

  • Enter property data and documentation into the LIMS database as well as other related work management systems in a timely and accurate manner.

  • Establish and maintain excellent relationships with governmental agencies (GADNR, GAEPD, ADCNR, ADEM, USCOE), county officials and homeowner groups

  • Promote communication to shoreline residents, agencies, and other public agencies through articles, webpage updates, etc.

  • Coordinate activities, such as reservoir drawdowns and land sales, with other GPC departments, external agencies, and the public.

  • Develop educational programs/activities to educate residents concerning shoreline protection / issues

This position has been identified as a role that will require the use of a Georgia Power fleet vehicle. The following will be required if you are selected for this position:

  • Must have at least one year of verifiable driving experience (Must hold a valid driver’s license for the class vehicle to be operated. Driving permits are not typically considered a valid driver’s license).

  • Must have no revocation of driving privileges within the 36 months prior to application, no convictions of major traffic violations (DUI, hit and run, reckless driving, etc.) within the 12 months prior to application, or any pending charges for a major traffic violation at the time of application.

  • Must consent to a continuous monitoring of your Motor Vehicle Record
