MidAmerican Energy Company Director, NERC Compliance in Davenport, Iowa

The director of NERC compliance is responsible for the development, organization and implementation of the company's compliance program for the North American Electric Reliability Corporation (NERC) reliability standards which include the critical infrastructure protection (CIP) standards and the planning and operation standards. The director is responsible for standards tracking, interpretation and understanding to ensure compliance. The director leads company-wide compliance with the NERC reliability standards by coordinating company-wide activities to verify requirements are performed timely and that documents demonstrating compliance are maintained. The position requires a detailed knowledge of the NERC reliability standards with the ability to interpret these standards to assist other areas of the company with the compliance efforts. Responsibilities include: providing leadership for the compliance program; coordinating the compliance responsibilities of the operating areas of the company; verifying operating areas maintain compliance; directing internal and external compliance monitoring of NERC standards compliance in generation, electric delivery, information technology, human resources, procurement and chief financial officer business areas to identify potential non-compliance; developing corrections and procedures to strengthen compliance in these areas; organizing and leading activities of internal committees and task forces; coordinating the identification of critical infrastructure facilities; coordinating and ensuring critical infrastructure facilities are monitored for intrusion with employee background checks completed and facility access rights maintained; interfacing with neighboring utilities to coordinate standards compliance; interfacing with the Midwest Reliability Organization (MRO), NERC and FERC on NERC reliability standards and the CIP standards compliance issues; representing the company in industry forums and associations; directing, organizing and leading the responses to NERC advisories and to MRO, NERC and FERC compliance audits; directing self-reporting or self-logging of non-compliance; and responding to all appropriate inquiries concerning compliance issues.

Primary Job Duties and Responsibilities

Provides overall leadership to the department, setting goals and objectives to achieve NERC standards compliance. Coordinates and directs the company's NERC compliance program on a national, regional and local basis associated with generation, electric delivery, information technology, human resources, procurement and the chief financial officer organizations, including FERC, NERC, MRO regulatory compliance activities.

Directs and coordinates document preparation for NERC standards detailing procedures for compliance. Coordinates facility maintenance, tracking maintenance activities through completion guaranteeing proper documentation demonstrating standards compliance is maintained.

Directs and conducts internal audits to ensure company operations maintain compliance with critical infrastructure protection and NERC reliability standards. Ensures that the necessary reports to NERC and governmental agencies are made timely.

Directs and coordinates the activities required to demonstrate standards compliance to allow self-certification of standards compliance to the MRO.

Directs and coordinates the responses to all MRO, NERC, and FERC audits, inquiries, and spot checks.

Monitors industry reported standard violations and ensures MidAmerican complies with standards for violations reported regionally and nationally.

Maintains compliance documentation and tracks the timing of required maintenance activities.

Coordinates the activities of the compliance function and encourages interchange of information, ideas and techniques in the various MidAmerican organizations subject to NERC compliance.

Provides compliance support training and advice to other departments of the organization as required.

Directs all immediate subordinates in the performance of their assigned functions so that compliance programs are carried out in accordance with standards requirements and MidAmerican organizational policy.

Communicates compliance program requirements affecting company operations. Reviews postings of NERC and CIP standards, policies and related material for impact on the MidAmerican compliance program and supports activity involving NERC compliance groups.

Directs the development and production of reports required by the standards.

Responds to internal requests for interpretation of standards and promotes appropriate application of the standards to maintain MidAmerican compliance.

Performs administrative activities necessary for the effective management of the department, including employee safety, selection and development of employees, salary administration, budget administration, employee counseling and motivation, organization goals and objectives and planning, organizing, integrating, measuring and reporting the work performed within the department.

Performs additional responsibilities as requested or assigned.

Bachelor's degree in engineering, business administration or a related field or equivalent work experience. (Typically six years of related progressive work experience would be required of those who do not have a bachelor's degree.)

Eight years of related work experience, preferably three of the eight years with supervisory/management responsibilities.
