Your Impact at SAM

The Outside Plant Engineer III is responsible for providing/coordinating the design, engineering, and permitting of outside plant design for telecommunications infrastructure projects. You will work closely with the management team to grow the OSPE department, including the mentoring and training of personnel and the re-establishment of standards, processes, procedures, and quality control measures for the performance of OSPE services to the telecom industry. You will ensure the compliance and timely delivery, of all OSPE projects, in such a manner as to provide the highest quality of services to SAM customers. An OSPE III shall decide whether their career path continues into management or continued production level work.

  • Execute the planning, design, permitting, and documentation of communications infrastructure

  • Extensive knowledge of the standards and specifications of utility Right-of-Way owners, utility owners and OSP construction practices for fiber optic cable plant

  • Consult with customers to define requirements and preferred construction methods

  • Coordinate field surveys of outside plant aerial and underground network facilities; develop running line, splice sheets, loss budgets and other design elements

  • Research and define local jurisdictional regulations, coordinate permit application process and ensure that design conforms to specifications

  • Interpret underground, direct buried, and aerial telecom facilities records on maps and fielding notes

  • Monitor and evaluate design quality, support design process improvement definition/execution

  • and scheduled delivery as defined by the Project Manager

  • Coordinate make-ready-construction and engineering with utility owner and third-party attachments

  • Liaise with OSP field teams and client to determine component selection, routing and network architecture guidelines in order to produce detailed designs

  • Work with the construction project managers and field personnel to ensure quality and timely delivery of design and engineering services

  • Assist in troubleshooting plant mapping and design

  • Ensure system compliance with FCC and FAA regulations and operating specifications

  • Assists in the development of cost and schedule estimates for new and prospective projects

  • Participates in the selection, placement, training, appraisal, safety and discipline of assigned personnel

  • Perform other tasks as assigned

  • If on the management track, create project estimates/proposals, open new projects, do routine project maintenance in the accounting software, learn the billing system and develop future business/clients from existing and prospective customers

What You Bring to SAM

  • 6+ years of progressively responsible experience in the telecommunication industry

  • Bachelor’s degree in Engineering, Construction Management or 6+ years of experience in major job elements

  • Strong experience using telecommunications design software e.g. Bentley Microstation , 3-GIS, ArcFM, Aramis-DT, Magellan, WALDO, AutoCAD

  • Considerable knowledge of design techniques, tools and principals involved in production of outside plant design and construction work prints

  • Strong organization, solutions, task delegation and project management skills

  • Strong knowledge of RF and optical networks

  • Strong knowledge of design standards relative to FTTP, FTTB, FTTC & FTTx

  • Experience with OSP telecommunication industry engineering processes and practices, and their impact on project activities

  • Minimum 2+ years of field experience or experience supervising field crews

  • Ability to work effectively with employees, department management, contractors and consultants in a professional

  • Ability to communicate clearly and concisely, both orally and in writing

  • Ability to analyze data and prepare written reports

  • Ability to read and interpret electronic and pdf roadway plans

  • Ability to read power company relocation plans

  • Ability to access, request and read utility records

  • Ability to access city or county resources to determine right-of ways

Certifications and/or Licensing Requirements

  • Telecom Design Software Certificates i.e. Bentley, Aramis-DT, ArcFM or equivalent
