Summary
The NOC Operator Lead is the technical expert on monitoring multiple telecommunications as well as general networking protocols and is responsible for ensuring that the network is performing to optimum capacity. The NOC Operator Lead will schedule and direct the work of the NOC operators on various telecom and network monitoring systems, tools and processes. A resource in this role has deep knowledge of telecom and network design standards, applicable security standards and regulations (e.g. FAA/FCC and NERC CIP), and processes and procedures related to the various positions within the Digital Grid Management (DGM), NOC, telecom and managed networks teams. Technical certifications may be required depending on the specifics of this role.
Standard shift is 2pm-10pm.
Key Roles & Responsibilities
Lead other NOC Operators in their various daily activities including monitoring network performance, working NOC related change or trouble tickets, supporting the implementation of new telecom and/or network changes and running reports or diagnostics on various aspects of the network
Lead and adapt to changes to NOC processes and tools by embracing new technologies, refining procedures to meet evolving telecom and network monitoring needs, and guiding the team to effectively utilize innovative monitoring and management tools for improved network reliability and performance
Schedule static and rotating shifts for NOC Operators to maintain 24x7 shift coverage, including carry-over tasks getting appropriately communicated from one shift to the next
Participate in both project and maintenance work related to the implementation of new and troubleshooting of existing telecom and network systems
Work with vendors and service providers in order to assist in the diagnosis and resolution of network problems
Develop, digitize and update system and procedure documentation for all network systems and infrastructure
Work in partnership with engineering, project management, and other technician groups across Oncor to implement communications solutions
Plan and implement changes to the transport network while ensuring adherence to all change management policies and procedures
Strive to resolve all problems efficiently and work to identify the root cause of every problem, including following through with various teams on changes and issues that may impact their area
Coordinate all planned outages
Communicate with verbal and written status and network performance reports as required
Perform end-to-end analysis on the transport network using various monitoring and management tools
Adhere to safe work practices to support the goal of no reportable accidents within the Technology Department
Be on call and perform shift work when needed – the NOC is a 24x7 operation and all personnel will be on call in the event of a problem
Keep abreast of technology changes, evaluate and recommend network components and develop documentation and installation standards for these components
Provide primary responsibility for the operation and monitoring of telecommunications networks with some secondary responsibility for various aspects of enterprise networks
Serve as a central contact and point of coordination for all network operation, maintenance, and repair efforts to ensure reliable operation of the network and accurate record of events that affect network integrity
Perform other duties as required
Skills
General knowledge of telecommunications network design and architecture, network operations tools and processes, various telecom / network equipment technologies, standards and regulatory requirements, and general technology system and process knowledge
Strong computer skills including Microsoft Office applications, Word, PowerPoint, Excel, Outlook, SharePoint, and Internet/Intranet applications
Excellent organizational, communication and interpersonal skills
Demonstrated ability to interface effectively with internal and external stakeholders at all levels
Demonstrated ability to effectively prioritize and work in a fast-paced, changing environment
Education and Experience
High School diploma, GED or equivalent required
Bachelor’s or associate’s degree in EET, Technology, Engineering, or another related field is encouraged to apply
4-6 years as a NOC Operator/Engineer or 6-8 years equivalent experience in a Technology, Telecom, or a Utility related role is encouraged to apply

Meets Technology Smart Grid Communication and Controls’ capability goals as it pertains to telecommunication / network system reliability and performance
The NOC Operator Lead will be accountable for the development and accomplishment of aggressive workgroup goals that will enhance the effectiveness of the DGM NOC
The NOC Operator Lead will be accountable for the accuracy and completion of RCA’s of major outages managed by the DGM NOC
The NOC Operator Lead will be accountable for the timely response to CIP related access alarms monitored by the DGM NOC
The NOC Operator Lead will be accountable for maintaining 24x7 staffing of the DGM NOC
Completes designated tasks as well as manages team tasks related to network monitoring, service orders, video management, ticket resolution, network tool administration, network performance reporting, etc
