NiSource Sr HR Payroll/Tax Compliance Analyst in Columbus, Ohio

Provides value-added payroll services to both internal partners and external customers. The incumbent may assume responsibility for payroll activities, including but not limited to preparing, reviewing, interpreting and maintaining payroll and tax records, labor distribution and monthly accounting data and process requests for rate cases; preparing analytical studies on historical and current payroll and labor data; developing comprehensive payroll data reports for both internal partners and external customers; and providing other needed expertise and reporting to accurately reflect and manage payroll matters. Develop strategies and deliver guidance support, and consultation to HR. Execute and maintain all HR Payroll Sox requirements.

Provides expert guidance in all facets of federal, state and local tax processing and reporting in compliance with all regulatory and governing agencies as well as company policies and procedures.

Prepares tax accruals

Provides all accounting data produced in payroll to accounting for month end, quarter end, and year end on a timely basis

Accumulates and provides rate case information to regulatory areas; prepares testimony and exhibits for rate case filings and responds to interrogatories

Completes any research or explanation needed on by Accounting for the monthly recaps (reconciles to PeopleSoft ensuring tie back to GL, to tax, to net funding, and to gross payroll dollars) provided by the HR/Payroll Analyst

Provides vacation liability to Controllers monthly (extracts data from leave detail; calculates leave amounts by person; creates pivot tables by company for Accounting to book accruals)

Researches and reconciles Accounting money pool amounts to monthly payroll reports

Conducts journal entry research

Prepares/provides report to Accounting for all employees on the invalid account report

Special Payment and other earnings reports to Accounting of all info that comes from all sources that is not in labor distribution

Conducts VISA Total Pay Card and budget reconciliation

Drive audit-readiness initiatives, research, and prepare business response to internal/external audits

Assists analysts with research of GL failures

Provides company / tax class information on ADP open invoices; assists with questions and reclassifications

Responds to special requests/research for accountant questions

Keeps system updated with changes for FUTA/SUTA rates and verifies against payments from ADP

Reconciles and submits for payment United Way, US Savings Bonds, and other monthly payments (reconciles payroll to voucher requests for Accounts Payable)

ADP Reconciliation of all tax payments (local. State) , Federal 941s and W-2s

Creates the 945 for accounting and submit to ADP

Researches and resolves ADP agency notices, and local, state and federal tax notices

Tests systems and implements quarterly and pay period transmission file to ADP

New Company set up with ADP, including changes in locations additions and transfers

Prepares 941 and 945 filings and reconciliation for IWC, approves the 1099 accounts payable file for the payments

Performs the Peoplesoft tax update testing, and functional review as required

In Manager or Leads absence, approves and reviews work of the HR/Payroll Analysts and Sr HR/Payroll Analysts

Initiates actions that lead to process improvements

Builds and utilizes working relationships with other departments (Internal Audit, External Audit and Accounting etc).

Demonstrates a functional expertise or becomes the expert in a specific finance or accounting area

Transmits all payroll data to ADP, verifies receipt and ensures payments of taxes are made timely and accurately

Support Policy Leaders, Process Owners and Labor Employment Counsel in identifying, prioritizing and facilitating improvement of compliant HR Payroll Practices and processes.

Execute and maintain an effective HR Payroll Compliance communication strategy including promoting awareness of compliance issues, policies and procedures through HR Payroll connections and overall compliance communication programs including but not limited to government/legal requirements and policy changes.

Perform comprehensive analysis of HR Payroll related compliance activities and processes for consistency and adherence to policy and regulatory requirements.

Identify areas of potential risk and develop corrective action plans for resolution.

Monitor regulatory developments and reforms and provide thoughtful analysis on the impact to the business.

Maintains and completes all current and future HR Ops Sox Controls

Performs HR Ops Contract SLA reviews

Initiates and maintains all expense reviews against travel policy, maintains all corporate records and manages the taxability on the employee level.

Runs and analyzes data from ERS, Workbrain, and Peoplesoft to ensure compliance and data integrity.

Reports out as required to Audit, Legal and Tax on findings in the expense reviews

Analyzes Workbrain time and labor systems, to ensure all policies are followed.

Work with Sox, Internal Audit, and Accounting to ensure that all entry and approvals meet all financial requirements.

Act as the liaison between HR and Legal for the OFCCP Audits


Bachelors Degree in Human Resources, Business or related field.

Minimum 2 years payroll tax experience required

Ability to successfully lead and coordinate projects required

Proven record of experience in the finance and/or accounting discipline, public accounting, or regulatory environment

Demonstration of approaching work, tasks, etc. with a positive attitude and taking initiative

Knowledge, skills and abilities in Human Resources functions and its policies and procedures preferred.

Competent user of computer technology - Microsoft Office desktop tools and electronic communications such as e-mail, calendars, etc.

PeopleSoft HR/Payroll, Workbrain and ERS experience preferred.

Excellent oral and written communication skills - keeping others informed on initiatives and issues.

Self-Motivated, Results oriented and possess excellent problem solving skills.

Job is mostly in an office environment. Minimal travel required to participate on project teams and to meet with various HR professionals throughout the other operating companies. Motor Vehicle Record Check required.Relocation assistance is not available for this position.
