Job Summary

Emergency Manager is responsible for the design, content, and updating process of the EP&R plan for the entire gas segment. Leads emergency exercise drill and training processes to assure readiness, and relationships across the footprint with key regulatory, emergency response and local and state governmental officials. Supports the EP&R Team and works with the seven states and the impacted shared services and corporate centers to update, maintain and implement the Gas Segment EP&R Plan and the Incident Command System for all six states.

Principal Duties and Responsibilities

  • Leader in supporting the execution of the plan during incidents (supporting Incident Commander).

  • Creates and supports the strategy, design and execution of overall emergency response training plan including scenario exercises for all levels of incidents. EPR team leads execution of plan with various states and operations groups.

  • Leads strategy for After Action Reviews and action item tracking process through completion – take learnings and apply to emergency and incident command structure and share changes with the organization per API RP173 requirements

  • Creates and supports the development of the technology strategy for the maintenance, updates and execution of the plan

  • Lead annual meetings with communities we serve including key messages and information overviews

  • Build and assure maintenance of relationship strategy and plan across our footprint (media, fire, police, elected officials)

  • Oversees the process to maintain the community partner matrix (media, fire, police, elected officials, materials, contracts, mutual aid, etc.)

  • Provide EP&R information for filing plans with regulatory bodies

  • Manage Continuous Improvements to the plan and processes that are activated during an incident. Collaborate with key stakeholders on such improvements

  • Track changes and improvements made to the plan

  • Executes the process to identify, track and update employees assigned to ICS roles

  • Collaborate with IC to maintain current ARCOS call out lists for ICS

  • Ensure Record Retention of all Incident Related documentation

  • Annual publishing and distribution of the plan

Supporting Roles for EP&R Team:

  • State Communications Directors/Managers – Manages relationships with media

  • State SMS Directors – Ensures overall execution of the plan for each state

  • Governmental Affairs - Manages relationships with governmental agencies

  • Field Operations – Manages relationships with police and fire

  • External Affairs/Communications – Manages relationships with local communities

  • Supply Chain – Manages contracts related to emergency response

  • Compliance – Manages drills / exercises

  • Training – Manages all ICS training delivery

  • Operations Strategy & Execution – Tracks & Manages improvements based on After Action Reviews

  • IT – Manages Incident Command tools and applications

  • GM/VP – Manages employee ICS assignments / training

  • IT Applications – Manage ARCOS call out lists

  • HR – Ensure all employees have an ICS role upon employment

Required Qualifications for Position

  • College degree or equivalent work experience

  • Certified in FEMA ICS 100, 200, 700, 300 or must obtain within 12 months of being named to the position

  • Leading groups through projects where high collaboration with stakeholders is needed at many levels of the company

  • Collaboration across departments and states

  • High level of organizational ability to manage data and people in an emergency setting

Preferred Additional Qualifications for Position

  • Certified in FEMA 400

  • Past experience in utility incidents, first responders, or Incident Command Systems, or gas experience

Salary Range:

$125,800.00 - $188,600.00
