Procurement and Contracting Manager

Colorado Springs Utilities is actively seeking a talented individual to lead its Procurement and Contracting department. In this position, you will guide a team of procurement professionals through strategic planning, goal setting, process improvement and implementation of new technology while ensuring the reliable supply of goods and services to support Colorado Springs Utilities and our mission to our community.

In addition, you will utilize your experience and expertise in the following areas:

  • Leading change and effective change management

  • Developing and implementing successful long-term strategic plans supported by specific actionable initiatives that provide results

  • Creating a culture that embodies the Colorado Springs Utilities values

  • Motivating, challenging and developing a staff of professionals; setting meaningful goals and priorities on both a team and individual level

  • Actively participating in the Planning and Finance Division management team activities, including strategy development, execution and tactical engagements

  • Working with internal business partners to provide guidance and expertise on procurement activity

  • Strategically managing an annual spend of about $350 million

  • Evaluating potential synergies with departments that are highly engaged in purchasing activities

  • Writing and reviewing complex contractual agreements for large construction projects, information technology products and services, consulting engagements and other services.

  • Managing and developing supplier relationships and supplier performance

  • Policy development and process improvements

  • Managing the department operating budget

  • Maintaining and cultivating a positive, “can do” attitude and have a strong customer service perspective

What will it take to be successful? Most candidates will come with ten (10) years progressively responsible experience, including at least five (5) years in a senior management or executive level. A Bachelor's Degree in Business Administration, Management, or a closely related field is preferred. Experience in both contracting and supply chain management is preferred. Certification(s) such as CPP, CSCP, or CPSM are a plus.
