(Compensation/HR Business Partners)

The Colorado Springs Utilities Human Resources Department is looking for a dynamic, strategic, customer focused individual to join our team as a Human Resources Manager. In this role, you will be responsible for leadership oversight and management of the functions of the Human Resources Business Partners, Compensation and HR Compliance teams.

Responsibilities include:

  • Providing leadership and oversight to the units; outlining strategic direction and key initiatives; establishing policies and procedures and ensuring laws, rules and regulations are followed;

  • Serving as a strategic business partner by executing HR business objectives which are aligned and in support of the overall strategic business plan and objectives of the organization;

  • Contribute to the design and development of a strategic workforce framework through actionable steps which optimize the organization’s talent, structure, process and culture to include organizational design and talent strategies to plan for the future;

  • Assist leaders with performance management;

  • Monitor organizational climate and employee engagement;

  • Provide HR assistance, support and advice to all employees on various HR-related issues to include consultation with leaders and legal counsel on employee relations issues;

  • Responsible for compensation programs and policies to ensure alignment with compensation philosophy, organizational goals and best practices;

  • Manages the administration of compensation for all employees to include the annual merit program, market pricing, classification process and related projects;

  • Responsible to lead a collaborative team of HR Business Partners and Compensation professionals to plan, develop and implement solutions to achieve business goals;

  • Oversight of HR Compliance activities to include NERC CIP 004, Colorado Open Records Act and the update of the Policy and Procedures Manual;

  • Partnering closely with the Center of Excellence Manager and the Benefits, Talent Acquisition & Selection, HRIS and Diversity & Inclusion teams to ensure smooth and efficient delivery of services to our customers;

  • Benchmarking and networking with other utilities and HR industry groups to assist with policies and practices; and

  • Serving as a medium of information to the General Manager of Human Resources and providing feedback to assist with overall planning and strategy decisions.

What will it take to be successful in this position? The ideal candidate will possess at least 7 years of directly related experience in Human Resources with at least 3 years in a management position, a Bachelor’s Degree in Human Resources, Business Administration, Public Administration or a closely related field and hold a certification in Human Resources. Demonstrated proven leadership experience working with senior management is preferred. We are also interested in your accomplishments and experience in the following (please highlight this on your application and/or resume):

  • Strong working knowledge of employment law, (local, state and federal) regulatory requirements;

  • Demonstrated experience with HR management principles, practices and methodologies to effectively navigate complex HR issues and make sound, effective decisions;

  • Knowledge of employee relations and performance management principles;

  • Knowledge of Total Rewards and compensation design and challenges;

  • Knowledge of Human Resources Information Systems;

  • Superior communication skills to effectively communicate, using both written and verbal communications, with diverse areas including the Utilities Board, Officers, Managers and employees and assist these groups with the implementation of approved HR policies;

  • Proven track record of delivering customer-focused results with a solid commitment to collaboration and continuous improvement;

  • Ability to be a dynamic and thoughtful leader with a transparent and collaborative leadership style who can inspire others into action and think creatively about solutions;

  • Contribute to a departmental culture which embraces employee development, encourages professional curiosity, and fosters a collaborative working and learning environment;
