Dominion's Power Generation Outage Planning organization is seeking an experienced, detail oriented Outage Planner to work closely with Capital Projects and Power Generation's Operating and Maintenance group to develop and execute future outage activities, applying comprehensive knowledge and understanding of defined roles and key measures to plan, coordinate, analyze and report on outages in a manner which effectively utilizes staffing, materials and equipment to ensure optimum availability.
Ensuring compliance with regulatory and company policies, productivity and safe operating performance. Works closely with the Power Generation Outage Manager to develop the Outage plan to ensure actions required are adhered to, completed on time and the planning/scheduling of Outage SAP Orders are up-to-date. Develops outage work scopes and plans and coordinates contractor outage activities.
Reviews compliance with preventative maintenance schedules, plans job steps for work execution in SAP and utilizes applicable permits in the planning process, using correct account coding and tracking purchase requisitions and deliveries as needed. Responsible for ensuring maintenance technical information and manuals are up-dated and available, applying knowledge of resource availability to foster efficiency and safety during the outage.
Conducts job walk downs prior to schedule development, supports Work Orders/Work Notifications (WO/WN) closeout and documentation and verifies the availability of parts and tools for emergent requests. Accountable for meeting plant safety goals and various other requirements to include training, obtaining work permits, conducting critical inspections, job observations, housekeeping, reporting hazards or other issues.
Conducts daily pre/post- outage meetings and prepares detailed weekly, monthly and end of outage reports. Makes recommendations and procures equipment, material and services per plant specifications and procedures. Manages maintenance material, receiving and staging for outages. Provides input into the development of detailed schedules for outages using scheduling software.
Assists in developing 5-year outage plans and scheduling and tracking goals during outages. Assists in preparing annual budgets and outlooks/spending forecasts.
Uses the Management of Change Process to develop, document and implement plant Process Safety Management (PSM) changes. Trends critical path activities. Coordinates work and resources with various station groups Maintains proper foreign material exclusion (FME).Assures all NERC, Title V, etc. compliance is reviewed with Compliance Coordinators and developed into the appropriate business plans.
Develops recommendations to improve outage schedules and Outage Planning Standards. Meets with craftsmen and supervisors as needed and ensures that requirements and work needs are being addressed.
Prepares, conducts, and leads outage meetings to communicate scope, schedule, and budget status in an organized professional atmosphere.
Required Knowledge, Skills, Abilities & Experience
Minimum 5+ years maintenance or operations experience required
Working knowledge of the outage planning process, the planning and scheduling of Outage SAP orders and outage standards and understanding of the outage management process.
Knowledge of environmental laws, ability to develop environmental analysis forms and interface with the Station's Environmental Compliance Coordinator (ECC) to address concerns and risks.
Knowledge of the operation, maintenance and repair of Turbine genration related equipment and components.
Working knowledge of Supply Chain Management (SCM) procedures and procurement process.Knowledge of company software and systems used for scheduling outages.
Knowledge of SAP and SAP project management tools desired.
Knowledge and work experience with project scope and development.
Effective communication skills, both orally and in writing.
Skilled in leading and fostering cooperation without formal authority.
Demonstrated leadership skills with steam turbine overhead, planning and forecasting.
Previous supervisory or project management experience preferred.
Detail oriented; excellent planning and organizational skills.
Skilled in the utilization of MS Office Suite, cost tracking, planning backlog and work orders.
Ability to create Preventative Maintenance requests for equipment.
Ability to read, interpret and communicate P&ID's, pipe and equipment specifications.
Ability to analyze events to develop recommendations and methods for improvement.Previous power plant experience strongly preferred.
Considerable steam turbine experience required, with previous work experience demonstrating leadership in managing turbine crews.
Prior experience in outage planning and /or scheduling preferred.
Degree inEngineering, Engineering Technology, Project Management or other degree programor an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
