NiSource Government Affairs Representative (location flexible within Columbia Gas of Virgnia Operating Territory) in Chester, Virginia
To develop and leverage strong relationships with state and local officials. As a member of the Government Affairs team, the representative will work with local leaders and business partners in key portions of CVAs service area to monitor and assess local issues or policy developments and provide input to the resolution and communication of such issues and developments with key stakeholders. This position will assist in the communication, adoption and achievement of legislative and communications goals. Development of professional relationships with constituents and/or key members of the state legislature and local government officials. This position requires strong communications and advocacy skills.Key Results:
Develop and maintain strong relationships with local officials
Provide government and external affairs support
Assist in external outreach and issues management
Assist in implementing a strategic government and external affairs strategy
Represent CVA, as appropriate, as a good corporate citizen through development of solid relationships with key stakeholders
Provide support to the management of the CVA PAC
Key Duties and Responsibilities
In partnership with appropriate CVA functional leaders, work to facilitate strengthened relations and productive dialog with local government officials to secure receipt of required permits, renewal of municipal franchise ordinances, and resolution of other issues or concerns.
Participate in company advocacy efforts primarily directed to local government officials, as well as certain state officials and legislative committees, and administrative agencies as required.
Work with local residential customers, community leaders, municipal departments, municipal managers, local council, chambers of commerce, school districts, marketing and economic development groups and other local organizations to support CVA policy initiatives and other company programs.
Educate external audiences and take action to facilitate public understanding and avoid customer complaints or other situations that could negatively impact CVAs business plan.
Maintain relationships and liaison with key industry associations and coalition partners.
Provide support and assistance as directed for NiSource Political Action Committee (NiPAC) activities.
Attend and report upon state legislative, local government and executive branch hearings as assigned; review testimony submitted as relevant state or local government proceedings.
Assist in analyzing legislative proposals for relevance to company interests and identify priorities.
Prepare draft position papers, fact sheets, articles, advocacy letters and related background materials regarding public policy matters of importance to the company.
Recommend options and strategies for achieving public policy objectives
Aid in developing and maintaining effective communications and liaison relationships with external and internal stakeholders.
Conduct legislative research.
All other duties as assigned.
Completion of a Bachelors degree in a public policy related discipline.
1-3 years experience in government or legislative relations at the state or local government level; or an equivalent combination of training and experience related to the duties of the position.
Strong written and oral communications and advocacy skills required.
Experience in the research for, and preparation of, public policy positions (issue briefs, fact sheets, advocacy materials, etc.).
Ability to analyze legislation and to apply analysis to justify, explain, and support company policies and positions.
Capacity to perform without continuous supervision while contributing as an active and engaged team member.
Strong consideration given to individuals with relevant NiSource or energy industry. experience/understanding who are seeking growth and development in the legislative/public policy arena.
The successful candidate may reside in any of the following service territories: Richmond/Chester, Suffolk, Warrenton/Vint Hill, Fredericksburg, Lexington, Staunton, and Lynchburg VA.
