Job Summary:

As a Program Engineer Specialist, provides technical interpretations of programmatic requirements; develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others. Provides engineering recommendations and alternatives for solving complex engineering problems related to assigned program area. Assesses the feasibility and soundness of proposed Program Engineering products, or practices. Performs as a staff advisor, consultant, and primary point of contact for assigned technical specialty.

Applies intensive and diversified knowledge of mechanical, metallurgical, material science, or welding engineering principles and practices in broad areas of assignments and related fields. Make decisions independently on engineering problems and methods and represents the organization in conferences to receive important industry data to plan and coordinate future site work. Requires the use of intensive and diversified knowledge, advanced techniques, and the modifications and extension of theories, precepts and practices in the assigned program areas. The knowledge and expertise required for this level of work usually result from progressive experience.

Program ownership could include:

Repair/Replacement; BWR Vessel Internals; PWR Vessel Internals; Welding; Boric Acid Corrosion Control; Flow Accelerated Corrosion; Raw Water; External Events/Flood/FLEX; In-service Testing; In-service Inspection; Appendix J; System Pressure Test; Steam Generators; Underground Piping and Tank Integrity; Motor Operated Valves; Air Operated Valves.

Supervisory Responsibilities:

May technically supervise, coordinate, and review the work of multidiscipline engineers and technicians or staff specialist may be assisted on projects by other engineers or technicians.

Supervision Received:

Supervision and guidance relate largely to overall objectives, critical issues, new concepts, and policy matters. Consults with Engineering Leads and site Managers concerning unusual problems and developments.

Skills and Proficiencies (May be job or organization specific):

  • Demonstrated high proficiency in the ability to develop and implement comprehensive specialty programs.

  • Demonstrated ability to develop totally integrated solutions for assigned engineering programs and metallurgical and materials engineering issues.

  • Demonstrated ability to own and advance assigned engineering programs.

  • Perform specialized calculations and evaluations to assess plant material conditions.

  • Perform technical training and certification in key areas.

  • Demonstrated ability to effectively communicate and negotiate at all levels of engineering and management.

    Minimum Qualifications (Consistent with Classification Standard):

Education and Experience/Certificates, Licenses, and Registration Requirements

Bachelor’s degree in mechanical, metallurgical, material science, welding engineering or other related engineering degrees from an accredited curriculum, plus related continuing education. Licensed Professional Engineer desirable. Membership in professional and technical societies is desirable.

Must be able to obtain and maintain unescorted nuclear plant access and S-3 and S-4 medical qualifications when applicable. Must be able and willing to assume “on-call” rotational assignments which may include 24 hour-a-day, 7 day-a-week availability. Must be willing and medically able to work rotating shifts and maximum overtime permitted by TVAN procedures during peak periods. Must be able and willing to travel to plant locations as required when performing assigned tasks and, as necessary, to be temporarily assigned to a field location.
