Position Summary

The Senior Rates & Regulatory Strategy Analyst will support data analysis and reporting, rate design, and regulatory filings for Duke Energy Carolinas. The Senior Analyst will use analytical thinking and computer programming to accurately and efficiently digest large amounts of data and identify insights and opportunities. This role will leverage data sources and an understanding of the Companies’ regulatory framework to evaluate existing rates and programs and to develop new offerings, with a focus on improving customer experience, creating new business opportunities, and enabling the transition to a net zero carbon energy system. The Senior Analyst will build and maintain strong relationships with key internal stakeholders while ensuring that the policies and regulatory requirements of the Companies are followed.

This position may be located in Charlotte or Raleigh. Other locations with Duke Energy regional headquarters may be considered.


  • Conduct policy analysis on a broad spectrum of topics including economic development, renewable energy, electric vehicles, energy efficiency and demand response.

  • Develop policy and pricing for rate cases and for new rate designs and programs.

  • Analyze electricity usage and revenue metrics for reporting, rate cases, cost of service studies and other filings.

  • Create billing and financial models to estimate the impact of policy or regulatory changes on customer bills and behavior.

  • Draft and edit tariffs, regulatory filings, testimony and other work products for public consumption.

  • Manage tariff administration for a portfolio of rates, riders, programs and policies.

  • Provide education and policy interpretations for internal groups.

  • Work constructively with data analytics colleagues to develop customer insights and to inform rate/program design and regulatory strategy

Working Conditions

  • Hybrid – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to a Duke Energy facility.

Required/Basic Qualifications

  • Bachelor's degree in Mathematics, Accounting, Finance or other related discipline

  • In addition to required degree, four (4) years minimum of related work experience

Desired Qualifications

  • Strong attention to detail and organizational skills

  • Ability to thoroughly investigate and analyze complex rates and regulatory concepts

  • Proficiency in data analysis and visualization (SAS, Excel, Power BI, Python, R)

  • Proficiency in data management and reporting (SQL, HANA, Power Pivot)

  • Ability to distill complex issues into accurate and concise messages for regulators and internal or external stakeholders

  • Knowledge of the legal, economic and regulatory framework in which regulated utilities operate

  • Knowledge of ratemaking and rate design principles
