The Engineer II position is the intermediate level of the Engineering classification hierarchy. Employees in the Engineer II position solve complex problems in engineering areas of specialization with general supervision. An Engineer II is expected to develop advanced skills, and the ability to work with greater independence. An Engineer II effectively applies fundamental concepts and procedures to work that is fairly complex and varied.

Job Summary

Substation

This position is part of the Substation Engineering group and is responsible for the design of new and existing distribution and transmission substations from 4kV through 500kV. Projects range from routine equipment modifications and installations to the complete design of new substations. The position requires the individual to be able to manage work between multiple projects simultaneously to ensure timely release of engineering designs. The individual will utilize a variety of tools and techniques in order to complete an engineering design, including current design specifications, pertinent code manuals, computer aided design/drafting software, and other reference sources. Final product is an engineering release package consisting of pertinent drawings, permits, bills of material, etc. Ensures that the substation facility meets all applicable safety and environmental regulations, including storm water and Spill Prevention Control and Countermeasure (SPCC) requirements. Perform, or manage consultants to perform, site design activities associated with new or modified substation facilities. This includes determining cut/fill for a grading plan, determining impervious additions and calculating water flow for erosion control and storm water control. Track and obtain various regulatory permits necessary for construction activities, including erosion control, building, driveway, storm water, CAMA, other environmental and local/municipal certificates. The position will also provide design support to field personnel during project construction.

Line

Transmission Line projects start with scope development, move into detailed design, construction support and as-built documentation of completed projects. Requires interface and coordination with multiple internal and external stakeholders. Develops engineered design packages suitable for construction or modification of electric power transmission lines . Develops and maintains sufficient level of expertise in use of Auto CAD and PLS-CADD software for the efficient production of engineering plans. Projects include the design of new transmission line facilities as well as modifications and rebuilds of existing line facilities.

Job Responsibilities

Substation

  • Responsible for the design of new and existing distribution and transmission substations from 4kV through 500kV

  • Coordinates work to manage multiple projects simultaneously to ensure timely release of engineering designs

  • Provides engineering/technical expertise and guidance in the identification, analysis and resolution of problems of increasing scope and complexity in both inside as well as outside the scope of typical responsibility.

  • Ensures accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling and monitoring of work activities; decisions may affect the operations or results of the work group and may have some impact on major projects or department results.

  • Prepares thorough and accurate technical reports, correspondence, documentation, calculations and sketches related to defined problems and analysis of increasing scope and complexity.

  • Conducts engineering and related studies; completes non-routine engineering projects with minimal oversight with the ability to independently manage project schedules and interfaces; competent to design, operate and maintain systems with moderate impact on existing systems.

  • Possesses and applies the fundamental concepts, practices and procedures; proficient in technical and analytical competencies necessary to handle assignments of increasing complexity.

  • Develops positive working relationships to effectively coordinate work activities. Demonstrates effective oral and written communication skills. Maintains accurate records and files.

  • Supports the company's goals and represents the company positively and professionally.

    Line

  • This position is responsible for analyzing, developing, designing, and supporting implementation of the Department’s Engineering design of transmission lines. Lines are of the voltages of 69kV and above. Design projects range from routine modifications of existing lines and structures to the complete design of new transmission facilities.

  • Manages multiple projects simultaneously to ensure timely release of engineering designs.

  • Utilizes a variety of tools and techniques in order to complete an engineering design, including current design specifications, pertinent code manuals, computer aided design/drafting software, and other reference sources.

  • Assists in creating early project estimates and scope documents of requested work to ensure that engineering is directed properly from the start of the project.

  • Provides engineering/technical expertise and guidance in the identification, analysis and resolution of problems of increasing scope and complexity.

  • Contributes to team decision-making in the accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling and monitoring of work activities; deals with changing priorities and differing situations and makes decision that may affect the work of the team.

  • Prepares thorough and accurate technical reports, correspondence, documentation, calculations and sketches related to well-defined problems and analysis of increasing scope and complexity.

  • Conducts engineering and related studies; completes routine engineering projects with minimal oversight with increasing ability to independently manage project schedules and interfaces; increasingly competent to design, operate and maintain systems with moderate impact on existing systems.

  • Possesses and applies the fundamental concepts, practices and procedures; proficient in technical and analytical competencies.

  • Develops positive working relationships to effectively coordinate work activities. Demonstrates effective oral and written communication skills. Maintains accurate records and files.

  • Supports the company's goals and represents the company positively and professionally.

  • Develops procedures and processes for new technologies or changing business needs to ensure compliance with all applicable standards, regulations and company requirements.

    Basic Qualifications

  • Bachelor’s Degree in engineering from an ABET accredited program

  • 2 years minimum required related experience

Preferred Qualifications

General Civil Engineering

  • Bachelor of Science Civil Engineering .

  • Proficient in principles of project management .

  • Demonstrated ability to quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in stressful situations.

  • Demonstrated ability to meet required deadlines while simultaneously completing other tasks.

  • Demonstrated ability to establish and maintain effective working relationships with peers, partners, customers, and the public by adapting to various personality styles in a professional manner.

  • Experience in the Electric Utility Industry

  • Experience with Microsoft Office

  • Experience with AutoCAD 2010 or newer

  • Experience with Mathcad

  • Experience with LPILE foundation design software or similar

  • Experience with structural design codes such as ASCE 7, AISC 360, ACI 318, ASCE MOP 113, NESC,

  • Experience with 3-D modelling using FEA software

  • Demonstrated advancing application of engineering theories and principles

  • Increasingly proficient in practices of researching engineering and design issues, evaluating alternatives, preparing and presenting recommendations

  • Previous power system engineering experience

Substation Civil Engineer

  • Experience in electric utility substation structural designs

  • Experience with (Autodesk) Inventor

  • Experience in site development and stormwater runoff designs

  • Experience in AutoCAD Civil 3D or similar feature in Microstation

  • Experience with structural modeling software such as RAM Elements, STAAD Pro, or similar

Transmission Line Civil Engineer

  • Transmission line design experience

Additional Preferred Qualifications

  • Understanding of basic engineering theories and principles.

  • Understanding of basic practices of researching engineering and design issues, evaluating alternatives, making sound recommendations and preparing and presenting recommendations.

  • Ability to deal with a variety of individuals from various socio-economic, cultural and ethnic backgrounds.

  • Good written and oral communication skills.

  • Passing grade on the Engineering Fundamentals Exam.

  • Understanding of basic principles of project management.

  • Experience in the utility industry.

  • Department specific experience applicable to the hiring department.
