The HVD-T Field Leader (FL) is responsible for all HVD Demand Contract Crews (8-16 journeyman line workers per FL) and bid crewing (crew numbers vary from 1-10) on a daily and emergent basis to maintain and repair 46-138kV lines, both energized and under clearance.
Also acts as sole work management with scheduling with SCC/METC, preparing Request for Proposals and Bid Packages, arranging all materials deliveries, and LVD interface.
The FL is responsible for design/planning and installation of mobile substations and crewing per each zone and is responsible for meeting budget, outage performance and NERC and LIDAR compliance.
Construction Field Leaders do not have a direct reporting staff of internal employees but do have similar responsibilities of first line supervision over contract workforce and do fulfill on-call and back-up.
This position will be available in one of the following locations: Cadillac, Traverse City or West Branch, Michigan.
Work may also involve managing and monitoring work performed by non-company employees.
The work involves a mixture of standard to advanced supervisory and operating responsibilities.
In addition to responsibilities for lower rated positions, an Electric Field Leader is responsible for managing successful headquarter business operations in a cost-effective fashion while maintaining a safe work environment and balancing the needs of the customer and company.
The Electric Field Leader develops direct reports in both business knowledge and technical skills; plans and prudently manages the scope, schedule and cost of construction projects; applies thorough understanding of policy coupled with leadership skills to resolve process and employee issues; has thorough understanding of the Working Agreement and is adept at dealing with local union leadership.
Initiates and leads change to improve results.
Professionals in this role have the ability to perform effectively and efficiently in routine and non-routine/emergency situations with minimal guidance.
Responsibilities include supervision of electric distribution employees, on-call assignments, management of project work including job site reporting, and working extended hours during restoration activities.
The ideal candidate will be safety focused and experienced in construction methods with the ability to accurately estimate hours required to complete complex projects.
This position requires demonstrated knowledge of safe work practices and procedures; in-depth knowledge of electric distribution operations and construction; demonstrated leadership capabilities including the capacity to lead change efforts in a competitive business environment; and demonstrated capacity to direct both company and non-company resources in both routine and non-routine or emergency operations.
May involve management and inspection of contract work to include approving switching and tagging orders related to work performed by non-company crews and field verification of work completion to contract specifications.
Typically employees in this job family are well versed in Electric system configuration, work methods and standards and have the aptitude to utilize both office and field technology to plan and execute work, the capacity to initiate and implement appropriate change; and the ability to direct and monitor the work performance of others, including non-company (contractor) personnel, while developing their employees’ technical and teamwork capabilities.
FL's make extensive use of Transmission Outage Application and SAP functions including ordering materials and completing Plant Unit Verification (PUV) forms.
Ability to understand and design HVD temporary and mobile substation 46-138kV work.
Thorough knowledge and demonstrated ability to read construction permits, apply engineering manual examples to specific job requirements.
Microsoft Office experience.
Ability to interface with multiple departments to ensure completion of planned projects not limited to but including Project Management, SCC, Environmental, HVD/LVD Engineering, MDC/Power Line Supply, Survey and HVD/LVD customers.
Understand easement language, negotiate and implement temporary easements and/or rights, understanding of crop damage, third party damage claims and resolution.
Responsible for the planning, organization, coordination, evaluating and supervision of employees assigned to the operation, maintenance and construction of Electric distribution systems, customer Electric services, electric generation plant facilities, buildings and grounds or utility support areas.
Recommends proposed changes and enhancements to systems and facilities operation; responds to complaints and requests for information; prepares and maintains reports of completed job orders and the status of jobs in progress.
Inspects job sites to check on work progress, assure satisfactory completion and plans new assignments; prepares requisitions for operations and maintenance supplies, equipment and materials and supervises special projects as required.
Conducts regular safety meetings, participates as a member of safety committee; investigates and completes necessary incident reports and accident reports; maintains records, prepares and submits required reports for appropriate agencies.
Implements preventative maintenance programs.
Thorough knowledge and application of work methods, work processes, and related technology in the field of Electric Transmission and Distribution Operations and proficiency in the emergency response, technical, process & technology and safety dimensions.
Experience with LVD & HVD Switching, Tagging and Clearance Requirements.

Knowledge of the Electric Procedures Manual, Safety Manual and Work Methods Manual, Electric Construction Standards Manual, HVD Engineering Manual.
Thorough knowledge of scheduling process; project management; company policies & working agreement application; Conflict resolution, negotiating.
Knowledge of bid development and contractor requirements; understands joint construction requirements.
Understands project planning and project management concepts.
Project management from scope to completion, maintaining control of budget impacts.
A high school diploma / GED is required.
The Electric Field Leader requires technical knowledge in electric transmission or distribution gained either through a technical field of study and/or through related work experience.
Working outside of normal work hours and responding to customer emergencies during anytime of the day, including evenings and weekends is required.
A Bachelor's degree in a related field or electric lines on-the-job training.
Three years of related field utility experience.
HVD Journeyman experience.
Candidates without previous field leader experience will be considered as the position will be filled with the most qualified applicant at the appropriate level depending on experience.
Position will be filled from Electric Field Leader I - Electric Field Leader III.
Hours and Travel
This position requires the individual to work a minimum of 40 hours per week with a majority of the time spent in specific field locations (up to 80%).
Individual needs to be willing to work additional hours as necessary to meet deadlines or assist with storm restoration activities and could be given very short notice to do so.
Individual should be willing to participate in the on-call rotation in case of potential storms.
Individual may have to work outside of assigned headquarters to help with storm restoration which may require overnight stays.
Could potentially work a flexible schedule to meet the demands of the customer, which may include evenings, weekends, holidays and overtime.
Individual must have a valid driver’s license.
