PRIMARY PURPOSE OF POSITION

Management responsibility for the design, testing, and implementation of day-to-day operations required for BGE to optimize the capability from retail BGE demand response (DR) and energy efficiency (EE) programs in the PJM wholesale market and to operate the programs to meet BGE’s PJM wholesale obligations. Management responsibility for the design of new, and maintenance of existing processes supporting DR activities, including event performance reporting, and modelling DR programs' capability to support PJM wholesale market optimization. The processes are supported by custom software developed by the Demand Response Market Operations business unit using SAS software. Assume responsibility for the SAS software performance and process, documentation, daily operations, and financial processes. Represent business unit on cross-functional teams evaluating or implementing strategic initiatives such as the design of new BGE retail DR programs, and evaluation and implementation of wholesale market structure changes.

Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Management responsibility for Base SAS, SAS SQL, and SAS Macro used to support Demand Response day-to-day business processes and systems used to meet PJM wholesale market obligations and compliance reporting. Management responsibility for the detailed design, testing, implementation, on-going performance, and documentation of the day to-day business processes and systems in accordance with PJM market rules.

  • Management responsibility on business processes and systems used to maintain and develop SAS applications to support strategy to optimize the capability and offer BGE retail DR and EE programs in PJM wholesale markets. Management responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in accordance with PJM market rules.

  • Management responsibility to meet seasonal operational requirements to activate BGE DR programs for PJM compliance obligations and customer engagement. Management responsibility for the detailed design, testing, implementation, on-going performance and documentation of the day-to-day business processes and systems in accordance with BGE processes and PJM market rules.

JOB SCOPE

The management of BGE’s wholesale PJM market participation for DR and EE activities plays a critical role in meeting MD retail tariff requirements. BGE actively participates in PJM wholesale markets to optimize the value of retail DR and EE programs to reduce the costs to our customers. Market design issues affect wholesale participation methodologies and costs and retail tariffs, billing, and revenues. Daily processes affect short-and long-term load, settlement, financial forecasts, real-time operations, and after-the-fact reporting. Employees work with senior members of IT, Customer Operations, Regulatory and External Affairs, Transmission Operations, Finance, Accounting and outside consultants in performing daily responsibilities and supporting strategic initiatives.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in engineering, finance or related field and 4-7 years of experience or in lieu of bachelor's degree, 6-9 years of relevant experience.

  • Familiarity with wholesale marketplace, OATTs and PJM business rules

  • Familiarity with restructured retail marketplace and ComEd retail tariffs

  • Strong interpersonal and excellent written and verbal communications skills

  • Ability to solve complex problems and make decisions

PREFERRED QUALIFICATIONS

  • Base SAS and SAS Macro with 1-3 years of development experience

  • Skills using SAS SQL, Oracle SQL, Excel, HTML, mixed programming principals, object-oriented programming principals, and Windows scheduler.

  • Electric utility experience and/or familiarity with credit policy and financial analysis
