DTE Energy Environmental Health & Safety Manager in Bakersfield, California


Location: Bakersfield, California


This position is responsible for maintaining plant compliance with all federal, state, and local environmental, health and safety regulations. It is critical that this position has an understanding of permit requirements, the regulatory process, plant operations, and the ability to identify, define, investigate, and assess EH&S problems. Expertise in training, auditing, industrial hygiene, as well as hazard identification and correction are required. Reporting to the Plant Manager, with functional reporting to the Environmental & Safety departments, the employee exercises independent discretion and judgment within established policies, procedures and practices. Results are reviewed through the achievement of set goals and adherence to these policies, procedures and practices.


  • Ensures operational and administrative compliance with all plant EH&S operating permits

  • Develops, administers and maintains EH&S programs, policies, and procedures

  • Provides EH&S guidelines, training presentations, and operational assistance to plant staff

  • Interfaces with regulatory agencies and outside vendors as necessary to ensure compliance with regulatory requirements

  • Administers Industrial Hygiene related programs

  • Prepares and submits documentation to support plant EH&S compliance

  • Organizes EH&S related documentation (i.e., quarterly EDRs, medical monitoring, IH data, reports, inspections, audits, etc)

  • Implements EH&S related initiatives

  • Conducts plant EH&S audits to assess compliance with regulations and company expectations

  • Continuously evaluates and identifies where EH&S compliance activities must be focused

  • Monitor regulatory process to identify future applicable regulations and their impact on operations Work with corporate staff to identify and implement new initiatives to sustain compliance with current and future regulations

  • Identifies and implements best practices while maintaining plant operational and financial goals

  • Performs all other related duties as assigned

Additionally, the EH&S Manager is the plant advocate to ensure employees have a hazard-free working environment. The EH&S Manager will continuously evaluate and identify areas where EH&S compliance activities should be focused as well as identify activities that will enable the plant to “go above and beyond” compliance yet maintain the plant’s operational and financial goals.


A Bachelor’s degree (or equivalent) in Occupational Safety & Health and/or Environmental Science with three or more years of industry experience or specialized skills paired with multiple years of experience to provide for the following:

  • Experience with continuous emissions monitoring systems and supporting software

  • Knowledge of applicable EH&S codes of the State of California and Federal regulations

  • Proven ability to work effectively within a team environment

  • Demonstrated problem solving and decision making skills

  • Strong organizational skills with the ability to meet deadlines and manage multiple tasks

  • Working knowledge of Microsoft Office Suite

  • Possess excellent written and verbal communication skills

  • Ability to function within a matrix organization in which functional and business leaders have equal authority within the organization and employees report to both a functional leader and a business leader

Ability to develop and maintain productive relationships with both a functional and business leader, who collaborate on employee issues and decisions (including performance management, compensation and development)

Vision requirements for this position include close vision, depth perception and the ability to adjust focus. Must be able to wear respiratory protection equipment, hearing protection, safety toe boots and other standard and/or specialty plant PPE.


The employee performs job duties in a climate controlled office environment and in a plant site. In the course of working at the plant site, the employee is often exposed to outside weather conditions, including wet and/or humid conditions, and may work near moving mechanical parts and/or machinery. The employee is often exposed to fumes or airborne particles and vibration. The noise level in the work environment is moderate in the office, but may become loud at the plant site.
