Responsibilities

Works collaboratively, as well as independently, as a team member to create, develop, and implement the AVANGRID emergency management preparedness and planning function (including UI, CMP, NYSEG, and RG&E for electric; NYSEG, RGE, SCG, CNG, MNG, and BGC, for natural gas; and AVANGRID hydro operations). This applies to both planning and preparation before an event and execution during an event.

This position/function is primarily responsible to ensure effective and efficient AVANGRID response to all hazard events, predominantly major system outages (electric and natural gas), and secondarily work with all AVANGRID groups to plan for and coordinate other contingency protocols. Main duties include:

  • Responds to emergencies supporting the operating company Area and Incident Command System, including working evenings, weekends, and holidays as needed.

  • Predictive modeling of previous storms and emergencies to plan for future events.

  • Create and prepare appropriate plans, procedures, SOPs, and checklists for an all-hazard response plan.

  • Prepare for and monitor compliance with regulatory requirements, creating systems for continuous improvement.

  • Cost management during and post-emergency is needed.

  • Work as a member of the team ensuring appropriate training, drills, and exercises.

  • Prepare reports on causes of events, damages, affected customers, restoration times, recovery plan, and costs.

  • Evaluation of the event and resource performance.

  • Modify and update detailed action plans based on lessons learned.

  • Ability to travel as needed.

MAJOR ROLES AND RESPONSIBILITIES

  1. This program manager position will play a critical role in the creation, development, and implementation of the

AVANGRID emergency management preparedness and planning program. Responsibilities include pre and post-emergency response activities.

The established ICS structure will continue to manage and conduct operations during the actual emergency event.

  1. Responsible for driving strategy, continuous improvement, and execution of operational readiness activities.

  2. Develops effective emergency management policies and procedures to ensure preparedness for future events.

  3. Ensures internal alignment and training for emergency response.

  4. May serve as the AVANGRID emergency management representative for various governmental and/or regulatory entities.

  5. Will work with external entities, companies, and organizations for relationship building, cooperative projects and to ensure best practices.

  6. Works with the Senior Manager and Director of Emergency Operations to provide strategic direction regarding emergency management and setting

short-term and long-term program objectives.

  1. Will work creatively and innovatively to ensure that there is ongoing and continuous improvement throughout AVANGRID in the area of emergency

management preparedness and planning.

Skills and Requirements

Education & Experience Required:

Bachelor’s degree with 7 years relevant experience required.

Experience in Emergency Management, Emergency Planning, Managing Response and Operations, and Utility Operations.

Experience with project management and budgets.

Skills/Abilities:

  • Strong ability to work collaboratively and contribute as a member of a team to develop emergency preparedness and planning within AVANGRID.

  • Must be highly organized, self-directed, and capable of managing multiple responsibilities and deliverables to successful completion.

  • Ability to solve complex problems and influence change across a diverse set of stakeholders

  • Strong organizational, communication (verbal and written), interpersonal, and influencing skills.

  • Proven ability to work innovatively and creatively.

  • Ability and desire to work across organizational lines throughout AVANGRID and with senior management.

  • Ability to collaborate with external entities to achieve mutual gains and foster cooperative relationships. These include emergency management and public officials, other utilities, and regulatory agencies.

  • Experience in (or ability to) review, analyze, and influence state statutory and regulatory actions.

  • Advanced problem-solving, analytical, and decision-making skills. Able to analyze complex information, distill salient items, and create appropriate action plans.

  • Knowledge of regulatory requirements regarding emergency management planning, readiness, and execution.

  • Knowledge of the Incident Command System (ICS) and its application in emergency response by utilities.

  • Ability to identify business risks and develop and execute mitigating strategies.

  • Provides strategic input to the management team and business areas based on sound analytical decision-making.

  • Strong plan writing skills and PowerPoint skills. Capability to learn company-based tools needed to support emergency operations.

  • Budget and/or cost management experience.
