Purpose
Management and leadership of the team responsible for designing, building, and commissioning the NECEC project including DC Line, new and existing AC Substations and AC lines, and new Statcom and HVDC Converter Station.
Coordination with all different project areas as Permitting, Real Estate, Legal, Performance and Control and other areas within our organization.
The New England Clean Energy Connect (NECEC) is the largest clean energy project in New England. Once the transmission line is in service, it will deliver 1,200 megawatts of clean, reliable power from Canada to Maine and the region.
The project consists of 145 miles of new transmission line that will tie into the existing transmission system in Lewiston, ME. Additional project components include upgrading 50 miles of existing alternating current transmission lines, construction of a new converter station, a new substation and multiple system upgrades.
Responsibilities
The Director - NECEC Engineering & Construction is responsible for coordinating activities between several NECEC project teams, including DC Line, AC Upgrades, HVDC Converter station and Statcoms, located in Maine by managing resource requirements, priorities, investment plans, project execution strategy and internal/external resource requirements. Measure team’s performance comparing portfolio execution plan and corporate and business objectives. Project’s scope includes engineering and construction of upgrades or rebuilds of existing distribution and transmission network assets and new distribution and transmission substation projects. Project’s scope originated based on NECEC project scope and required CMP grid upgrades.
Responsibility includes meeting corporate goals for project capital investment and engineering and construction of assets managing Construction Work in Process. Must manage team performance to maximize the effectiveness of capital budget considering the environment, operating efficiency, regulatory, CWIP and operational needs. Projects are delivered on time and within budget in accordance with the plan.
Executes management approvals and human resources responsibilities for project team personnel. Coordinate activities of project teams. Accountable for the work of external contractors and other internal business areas. Holds teams accountable for performance and results. Provides technical and business solutions to senior management. Ensures teams are delivering projects on schedule, within budget and in conformance to quality and engineering standards.
Major Roles and Responsibilities (Scope of work - range of responsibilities):
Coordinates project teams including external project support. Sets team goals and strategic direction aligning with Project Management Office and Quality Management System methodology and undertakes action plans, program management, and team assignments to accomplish goals. Provides technical support, guidance, coaching and counseling toward effective performance and appraises of teams and individual performance. Accountable for meeting organization performance measures, initiates actions to improve performance, reviews work processes, systems, procedures, and practices and recommending and implementing changes to increase productivity, quality, and control costs.
Analyzes project team performance and initiates actions to control scope, schedule, and cost performance of teams. Proactive approach to overseeing work, measures progress and takes actions to ensure project teams are delivering within scope, on time, and under budget. Approves project plans, executes contract strategies to undertake work and controls and authorizes expenditures. Initiates actions to ensure compliance with a project management and quality management processes and procedures.
Interprets and administers company policies and procedures. Plans and implements training and development of teams. Determines resource needs within business area. Develops and controls teams operating and capital budget. Recommends promotions, personnel changes, budgets, organizational changes, and business area improvements.
Coordinates with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers. May represent the company and testify in regulatory hearings or at Federal, State, local agency, or municipal meetings.
Skills and Requirements
Required Education:
Bachelor’s Degree in Engineering or related field
MBA Preferred
PE Preferred
Required Experience:
Minimum of 10 years of experience in project execution.
Supervisory experience.
Experience leading and managing multiple teams and multi projects.
Other Requirements:
Strong leadership, organizational and communication skills.
Proven ability to work in a complex environment with many competing priorities and stakeholder demands.
Strong focus on budget compliance, identification of savings opportunities and implementation of cost efficiency mechanisms.
Strong business orientation and excellent written, verbal and presentation skills.
Proficient at Microsoft Office package, particularly Excel and Power Point.
Proficient at project scheduling principles.
Self-starter that can work independently and motivate internal and external resources to meet key project deliverables. Particularly interested in "can-do" attitude and a passion for commercial success.
Strong interpersonal skills and ability to work across multi-functional teams and with senior management.
Experience using Risk Management protocols.
Proven problem-solving.
Ability to analyze and interpret portfolio data to determine trends and risks/opportunities.
