Southern Company Director, PSMS Strategy Governance Execution in Atlanta, Georgia

The purpose of this position is to set strategic direction for the planning, implementation, and execution of the enterprise’s pipeline safety management system (PSMS) being developed according to American Petroleum Institute standards (RP1173) and applicable to GAS and its subsidiaries. Position leads PSMS programs enterprise wide and develops strategy, policy guidance, and planning for the company to ensure an appropriate level of goal setting, strategy development, compliance, and governance. Promotes and sets direction for the Company’s PSMS culture, overall compliance, and sustainability. Responsible for the governance and overall success of the Safety Management System (SMS) program throughout the organization. The Director will collaborate with the State Directors of Safety, Compliance and Risk Management, Field Operations and other service providers to ensure standardization, alignment and adherence of the PSMS program. The Director will manage and facilitate the Gas Segment Risk bringing visibility of the holistic view of Gas Segment Risk to Senior Leadership to make risk-based decisions. Sets strategic direction for implementing event learnings and corrective action planning related to pipeline operations for the enterprise. Accountable for analyzing performance for continuous improvement of the PSMS program.

Functional Expertise:

  • Provides corporate strategic direction and oversight to ensure full compliance with applicable State and Federal regulations and Company standards.

  • Provides guidance and oversight of the corporate Safety Management System (SMS) to ensure Company and applicable standards and regulations are being met. Sets expectations to remediate deficiency and improve standards.

  • Provides guidance and oversight of SMS program including regulatory interaction/communication and review with agencies in multiple states.

  • Provides guidance and oversight for pipeline safety audit administration (State and Federal) in multiple states.

  • Provides expertise and strategy on influencing standards at national, state, and local levels.

  • Provides expertise, research, interpretation, and insight into standards, regulations and codes.

Business Acumen:

  • Manages working relationships with State regulators and resolves escalated compliance issues and/or questions in multiple states.

  • Apprises senior leadership of significant new/upcoming regulations and provides cost implications.

  • Develops action plans for response to regulatory notices.

  • Analyzes performance metrics from operations programs to ensure continuous improvement and provides results to business unit owners.

  • Accountable for departmental budget (preparation, administration and variance monitoring)

Engagement:

  • Collaborates with trade associations (e.g. AGA, SGA and MEA) to provide input and support for assisting PHMSA in promulgating regulations that do not pose adverse impacts on the company

  • Develops and implements departmental business plan to align with corporate business plans. Establishes and monitors departmental goals and objectives.

  • Identify, prioritize, and build business cases for significant strategic investments needed to improve compliance and operational objectives.

  • Responsible for coaching, developing and providing performance feedback to staff to ensure maximum productivity

Driving Results:

  • Recommends changes to company operations and procedures based on results from audits and program effective measures.

  • Drives direction of program by influencing regulatory agencies on direction of proposed standards by engaging and providing support for recommended actions or activities to minimize the impact to the company.

  • Recommends process improvements based on recommendations/lessons learned.

Education, Certifications/Licenses:

Required:

  • BA/BS in recognized engineering discipline, process improvement, system analytics or related field.

  • Extensive PHMSA regulation knowledge and experience with 49 CFR Part 192/193/195

Preferred:

  • Masters Degree – Technical or Business

  • 8-10+ years engineering and operations experience in a gas utility, pipeline transmission, or other energy related field

  • Professional Engineering License (PE)

Related Work Experience:

Required:

  • 5+ years of supervisory/management experience

  • 5+ years of experience in managing, analyzing and assessing safety and Regulatory Compliance-related data using related business systems within a gas utility, pipeline transmission, or other energy related field to identify and reduce risks and assure compliance.

  • 3-5 years of experience supporting the development of integrated compliance and safety related systems and applications related to protection of the public, company personnel, and assets measuring performance, compliance assurance, operational efficiency and/or risk modeling

Specific Skills & Knowledge:

  • PHMSA Regulation experience and knowledge of 49CFR 191/192/193/195/199

  • PHMSA Regulation experience and knowledge of State and Municipal Regulations applicable to Pipeline Safety

Working Conditions/Physical Requirements:

  • Incumbents may be required to travel on occasion (5-20%). Trips may require air travel and/or overnight stay away from home for one or more nights.

  • The incumbent works in an office environment.

  • This position requires the ability to lift up to 25 pounds.

  • This position occasionally requires the incumbent to bend, kneel, crouch or crawl.

  • The incumbent may be exposed to excessive noise.
