Supervisor Resource Planning

Primary Responsibilities:

  1. Responsible for preparing detailed and concise monthly, annual and five-year construction resource plans based on the EU business plan. Apply a consistent model to drive resource planning and provide decision-making data.

  2. Implement a work process for PPL EU operations that optimizes resources, addresses operational priorities, and ensures alignment with PPL EU safety, financial, reliability and performance goals.

  3. In conjunction with the work management organization, identify the appropriate types of work to contract. Responsible to prepare a contracting strategy to achieve the most cost effective solution.

  4. Responsible for the planning, scheduling, contracting and execution of projects, programs and corrective maintenance utilizing supplemental contract resources.

  5. Responsible to ensure contractor invoices are properly verified, reviewed and approved in accordance with EU policies.

  6. Responsible to monitor the contractor performance and ensure any deficiencies are properly addressed.

  7. Responsible to prepare financial forecasts for the contracted work and identify any potential over runs to be reviewed with the asset management organization to ensure the project or program is still justified.

  8. Responsible to adhere to the EU Work Management policies, programs, procedures and processes.

  9. Interface with other departments in PPL EU regarding process and procedural issues.

  10. Implement key performance measures, controls and procedures to ensure the consistent application of the work management and contract management processes across PPL EU and instill accountability for adherence to the processes and completion of planned work. Ensure organizational adherence to schedules, milestones and key performance indicators.

  11. Develop and maintain a learning organization that fosters a high performance culture and promotes diversity. Serves as a change agent for business initiatives and assures the human element is understood and considered including timely recognition of employees. Provide leadership to and development of the management team. Use effective performance management to provide accurate and timely feedback and identify opportunities for growth and learning.

  12. If applicable, in-person supervision of employees to ensure compliance with FLSA wage and hour issues as well as to monitor compliance with safety rules.

  13. Physical presence in the office/on-site to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

  14. May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

Position Summary:

Responsible to prepare long term resource plans to be used to strategically determine the work to be completed by the internal work force versus contractors on an annual basis. Ensures alignment of work plan with EU business performance goals, priorities and objectives. This role is responsible for the execution of supplemental contracting to support work that cannot be completed by internal resources. Identifying the most cost effective means to award the work to contractors to meet the estimated cost and schedule. This work supports the entire Electric Utilities’ service territory. Provide leadership and oversight support for achieving budget and schedule goals. Supports the improvements of critical business processes to ensure the management of work and resources for optimal efficiency.

Basic Qualifications:

• Bachelor's Degree or 8 years of equivalent work experience.

• Demonstrated leadership experience in a high performance culture.

• Knowledge of financial and resource management applications.

• Knowledge of utility line and substation work.

• Experience with contracts and involvement with resource loading and job planning.

• Valid driver's license.

• Graduate degree in Business Management.

• Five (5) years’ experience working with the business plan or extensive knowledge of work flow and work management experience.

• Minimum of 2 years prior supervisory experience.

• Proven high level management skills in coaching and facilitating business competency.

• Proven performance management skills.

• Ability to build consensus, establish trust, communicate effectively and foster culture change.

• Ability to develop and implement process enhancements and efficiencies including technology and performance.

• Business acumen, customer awareness and ability to create value.
