Primary Responsibilities:

  1. Tracks, analyzes, and communicates regulatory developments, including specific business activities, initiatives, and public policy trends, to identify potential threats and opportunities to the Company’s customers and shareowners.

  2. Contributes to and drives the development of strategies, both proactive and reactive, to influence the outcome of regulatory, and public policy initiatives and proceedings.

  3. Develops and presents recommendations on the formulation of Company positions and actions in response to anticipated regulatory or legislative requirements.

  4. Attends regulatory agency hearings and conferences, tracks and monitors agency action and reports out on issues that impact the Company or the industry, in general.

  5. Leads participation in ISO-NE process including tracking and monitoring issues and initiatives, presenting Company input and positions, verbally and in writing, and preparing reports highlighting activity and its impact on the Company’s business.

  6. Prepares reports, white papers, presentations, and other communications to internal audiences, including senior management, to explain regulatory and public policy developments, their implications, and recommend courses of action.

  7. Prepares and assists in the development of testimony, comments, presentations, and other communications designed to influence external audiences to elicit a desired outcome.

  8. Participates as a representative of the Company in discussions and meetings with regulators, ISO-NE, industry associations, and stakeholders regarding the business implications of regulatory and public policy developments.

  9. Develops testimony and responses to information and data requests in the context of formal regulatory and legal proceedings.

  10. Works independently with guidance on only the most complex tasks; must be able to effectively manage time and priorities.

  11. Physical presence in the office/on-site, as directed by supervisor, to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

  12. May be assigned an emergency preparedness and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

Position Summary:

The Sr. Regulatory Policy Specialist - Transmission is responsible for leading the development, communication, and monitoring of Company positions on and responses to regulatory, and public policy issues at the federal level; primarily, in the areas of industry structure, transmission planning, rates and tariffs, retail and wholesale markets, and ISO-NE process and initiatives. The position requires expertise in regulatory policies, procedures, and rate tariffs, applicable to electric utilities and the ability to apply this expertise to develop strategy recommendations based on the impacts of a specific issue or initiative on the Company. Strong analytical, written, and oral communication skills are required. This position drives the Company’s interactions and relationship with regulatory agencies, ISO-NE, and other Participating Transmission Owners. The ability to simultaneously manage multiple initiatives and maintain positive, productive, and collaborative relationships with regulators and other external stakeholders is imperative.

Basic Qualifications:

  1. Bachelor's Degree in Business, Political Science, Economics, Finance, or related field.

  2. 5+ years of regulatory or energy policy experience with a regulatory agency, utility, RTO/ISO, or law firm. ISO-NE experience strongly preferred.

  3. Minimum of three (3) years of experience in supervision or project management responsibility.

  4. Demonstrated experience researching and developing responses to regulatory initiatives and proceedings.

  5. Demonstrated knowledge and experience of RTO/ISO tariffs and processes.

  6. Demonstrated ability to analyze complex regulatory, financial and/or business situations and develop strategic solutions.

  7. Demonstrated ability to present issues, insights, results, and recommendations on highly technical issues in a clear, concise manner to key internal and external stakeholders.

  8. Demonstrated strong oral and written communication skills necessary to the clear and constructive exchange of routine and non-routine information, including the use of tact and persuasion as appropriate.

  9. Demonstrated ability to lead multidisciplinary teams and interact across all levels of internal and external stakeholders.

  10. Demonstrated proficiency in MS Office products and in using the internet to perform research.

  11. Demonstrated planning and organizational skills attuned to anticipating the needs of internal and external audiences.

  3. Knowledge of FERC regulations and relevant statutory provisions.
