Sr Permitting & Regulatory Professional

Primary Responsibilities:

  1. Coordinate with and monitor/audit PPL EU Permitting Contractors (PCs) and Project Management Organizations (PMOs) to ensure PPL’s processes, procedures and policies are adhered to and ensure the projects are on target for scope, schedule, and budget.

  2. Coordinate with local, state and federal regulatory agencies (i.e., Townships, PADEP, County Conservation Districts, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, SGL, DCNR, etc.) to resolve permitting and plan issues and maintain excellent agency relationships.

  3. Assist with project planning/development to identify and obtain all required permits/license agreements to support the construction of electrical facilities. Ensure permits/license agreements are attained in a timely and cost-effective manner. Identify opportunities to reduce impacts and permitting needs.

  4. Implement and monitor permitting processes for consistency across all regional field offices.

  5. Collect performance indicators and implement improvement opportunities for all contractor milestones and metrics.

  6. Incorporate permit process improvements and continually strive to minimize permit attainment costs and construction costs (i.e., costs associated with civil work, E&S BMPs, and/or site restoration).

  7. Review and approve all applicable permit/license agreement applications and Erosion and Sediment Control/PCSM Plans prior to submittal to regulatory agencies to ensure adherence to PPL standards. Review and approve all proposed modifications post-issuance.

  8. Coordinate with PCs and PMOs to track permit conditions and request permit renewals. Ensure all permits are terminated post-construction and properly closed out in accordance with applicable procedures.

  9. Coordinate regulatory inspections and ensure non-compliance issues are documented and resolved in a timely manner. Additionally, monitor internal inspections completed by PMO or PC staff and confirm timely resolution of any issues identified.

  10. Provide administrative and/or technical assistance related to permits and/or license agreements with the general public and regulatory agencies.

  11. Participate in the review and selection of Permitting and Construction Contractors.

  12. Coordinate with PPL EU Environmental Compliance to ensure proper, timely, and cost-effective disposal of waste from transmission projects.

  13. Participate in emergency restoration efforts as assigned in designated areas.

Position currently available at our Hazleton facility (although the successful candidate can be based at our Allentown facility and travel to sites in our Central and Susquehanna regions).

This position contributes to the vision and strategy for the Transmission Permitting and Regulatory organization, by participating in the permitting and compliance of all transmission projects including new lines, substations, rebuilds, and program/maintenance work on the electric transmission system. The objective of this position is to assure that permitting and regulatory compliance work conducted on PPL's behalf adheres to regulatory requirements and internal processes and procedures. The position requires professional knowledge of permitting and regulatory compliance and must be capable of coordinating with various local, state and federal agencies, internal organizations and contractors to accomplish the goals and objectives of the organization.

Basic Qualifications:

  1. BS/BA degree in environmental or other science-related field and 5 years of utility/environmental experience in the areas of permitting, regulatory compliance, environmental impact assessment, or engineering OR 7 years of experience with a 2-year degree in environmental or other science-related field.

  2. Knowledge of Pennsylvania permits and regulations, environmental and non-environmental related.

  3. Accomplished public speaker with the ability to represent PPL EU before local, state and federal agencies and in hearings/public meetings.

  4. Highly self-motivated and have the ability to prioritize and manage multi-task duties on multiple projects.
