Overview
The Sr Director – Government, Regulatory Policy and External Affairs (PPL Electric Utilities) is responsible for the company's overall influencing strategy with policymakers and engagement with key stakeholders. This is a strategic position ensuring that PPL Electric Utilities and PPL Corporation is well informed of state public policy issues, representing PPL Electric Utilities on state public policy matters, informing and advocating company positions, creating an environment in which the company operates profitably and ethically, and positioning PPL Electric Utilities to be recognized as a leader in the state and the utility industry.
Responsibilities
Direct oversight of government relations and legislative strategy including lobbying and PAC.
Coordinate regulatory strategy and policy to achieve business objectives in close collaboration with PPL Electric Utilities and PPL Corporate senior leadership, the senior director - Regulatory Affairs and other business partners, leading highly engaged teams and aligning the company's legislative and regulatory activities.
Represent the company in front of legislative and regulatory audiences, including the PA Public Utility Commission, in state and at utility and regulatory meetings.
Oversee the development and management of key stakeholder relationships. Position the company effectively with a range of stakeholders and identify high priority engagements and opportunities to support strategic business initiatives.
Manage regional affairs function to align outreach and community relations with business needs and support the company's reputation in the regions it serves.
Coordinate closely with the company's finance, customer services, transmission and distribution operations.
Establish and maintain relationships with key business leaders in order to understand all necessary perspectives and expectations, and to ensure they are fully engaged in developing the state policy and external affairs strategies.
Maintain high standards of integrity and ethics in all efforts individually and on the company's behalf.
Advocate honest and credible positions on state policy matters to PA legislators and regulators, trade associations and other stakeholders.
Serve on the review committee for the PPL Foundation to review recommendations on grant funding for interested applicants.
Ensures that the functional area runs smoothly and stays within budget.
Provide leadership in the budget planning and execution of the disbursement of political action committee funding.
In-person supervision of employees to ensure compliance with FLSA wage and hour issues as well as to monitor compliance with safety rules.
Maybeassigned an Electric Utilities emergency and storm This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.
Qualifications
Basic Qualifications
Bachelor's Degree in Government, Public Administration, Policy, Political Science or related field.
Minimum of 8 years of experience in the government arena, as a legislative affairs professional with a major company or trade association, as a staffer, or as a public servant in a relevant government department or agency.
A strong understanding of legislative and regulatory aspects of energy and environmental policy and the ability to quickly grasp and address the legislative and regulatory policy issues of importance to the company.
A thorough understanding of the legislative process, including an understanding of the roles and decision-making processes of the PA state government and regulatory agencies.
Proven legislative and political skills and the ability to successfully execute policy, political and business objectives at the state level
Strong communications capabilities, including writing, public speaking, policy analysis and presentation skills, for both internal and external audiences.
Leadership skills; the ability to take initiative and lead by example.
Preferred Qualifications
An advanced degree, such as a J.D., M.B.A. or M.P.A.
A strong energy background with a utility focus.
