SUMMARY:
Provides legal advice and service on complex legal issues concerning the rights, obligations, and privileges of the Company with an emphasis on regulatory law. Responsible for litigation in regulatory proceedings and for complex legal transactions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages complex litigation, regulatory or administrative proceedings or legal transactions
Provides legal advice to officers and other business managers regarding legal matters
Coordinates regulatory, litigation or other legal strategies with overall business objectives
COMPETENCIES:
In-depth knowledge of law in applicable area of expertise
Experience in litigation and complex transactions
General familiarity with preventative law and alternative dispute resolution mechanisms
Ability to work independently and in a team environment, with an emphasis on working with technical experts
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Juris doctorate degree from an accredited law school, with a minimum of 10 years of experience in the actual practice of law
Must be licensed to practice law in the state of New Mexico within one year of the hiring date
5+ years of experience in regulatory compliance strongly preferred
COMMUNICATION SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
Ability to write legal documents that conform to prescribed style and format
Ability to effectively present information to top management, public groups, and/or boards of directors
PHYSICAL DEMANDS:
- While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time and talk and listen for long periods of time
WORK ENVIRONMENT:
- Office/courtroom environment. Some travel required
Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:
Expert or senior level attorney who conducts legal research, drafts more significant corporate legal documents and conducts more significant transactions and represents the corporation in moderately complex litigation or proceedings. Involves provisional legal services to the utility in areas of general corporate law, commercial and financial transactions, procurement, securities law compliance, bankruptcy matters, general contracting and/or general litigation depending on practice area assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages complex litigation, regulatory proceedings or legal
transactions involving the Company
Supervises and manages other attorneys including outside counsel who represent the Company in complex litigation or transactions
Works independently in developing or supervising transactions, regulatory and/or litigation strategies and tactics
Operates independently to provide legal advice and counsel to officers and other business managers regarding legal matters
Coordinates regulatory, litigation and/or other legal strategies with overall business objectives
COMPETENCIES:
In-depth knowledge of law in applicable area of expertise
Must possess general familiarity with other areas of law within scope of responsibility where appropriate
Knowledgeable about preventative law and alternative dispute resolution mechanisms
Ability to work independently and in a team environment
Highly developed interpersonal skills
Skills in supervising and managing legal matters and other attorneys
Good organizational skills and ability to prioritize effectively
Sufficient knowledge of the business to be able to reconcile potentially conflicting legal needs and business objectives
Ability to manage legal expenses effectively
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE
Juris doctorate degree from an accredited law school, with five to seven years of experience in the actual practice of law.
Must be licensed to practice law in any state in which the business unit operates within one year of the hiring date.
COMMUNICATION SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents
Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
Ability to write speeches and articles for publication that conform to prescribed style and format
Ability to effectively present information to top management, public groups, and/or boards of directors
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of basic algebra and geometry
COMPUTER SKILLS:
- Thorough knowledge of spreadsheet and word processing software
ANALYSIS AND PROBLEM-SOLVING ABILITY
- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
