Environmental Scientist
SUMMARY:
Under general supervision, coordinates assigned environmental planning, permitting, and compliance activities and projects. Consults with other departments, contractors, agencies, and organizations on environmental risk..
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Informs and advises peers and department management on project status, direction and environmental risk
Coordinates and appraises the work of environmental consultants and contractors
Assists in the review of legislation, legal, and regulatory issues
Consults with other departments and organizations on environmental issues and constraints
Interacts with regulatory agency personnel on a regular basis
Participates in due diligence assessments for multiple types of transactions associated with real property and operational assets
Scopes and determines needed work product for specific issues
Interprets laboratory/field analytical results and compares to regulatory requirements
Participates in environmental audit programs
Coordinates and responds to spills and wildlife emergencies
COMPETENCIES:
Working knowledge and understanding of the environmental laws and regulations governing the utility industry
Knowledge of corporate policies, environmental management systems, and regulations and how they affect their work and others
Familiarity with engineering principles and engineering requirements of projects/operations
Knowledge of GPS, mapping and sampling/field collection protocols
Stays abreast of emerging environmental issues and their potential impact on company operations
Ability to work on several complex projects or issues at same time
Understanding of project management techniques
Ability to organize and run productive meetings
Must have ability to provide and accept constructive criticism
Ability to resolve conflicts
Ability to review and comment on proposed regulations, laws, and stipulations
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelors degree with two to four years of environmental-related experience, or equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must at all times possess a valid driver's license and meet the acceptable driving record requirements of the Company.
COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, scientific journals, operating and maintenance instructions, regulations, and procedure manuals
Ability to write reports and correspondence
Ability to speak effectively before groups of customers or employees
MATHEMATICAL SKILLS:
Ability to apply concepts of basic algebra, geometry and statistics
COMPUTER SKILLS:
Working knowledge of database, spreadsheet, word processing, and presentation software
Understanding of Geographic Information Software (GIS)
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve multi-faceted problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Ability to collect and analyze multiple data sources.
PHYSICAL DEMANDS:
Ability to stand and/or walk up to 2/3 of the time and sit up to 1/3 of the time. Manual dexterity required and the ability to talk, see and hear. Must occasionally lift and/or move up to 30 pounds. Occasional bending, kneeling, reaching, twisting and climbing. Some travel required. Exposed to outside weather conditions during fieldwork and construction environments. Exposure to wildlife.

Senior Environmental Scientist
SUMMARY:
Under limited supervision, coordinates and manages projects involving environmental planning, scoping, compliance, and permitting for all company operations. Analyzes environmental permitting and regulatory approval needs for existing and proposed facilities and projects. Ensures environmental compliance during construction projects for the Company and its subcontractors. Ensures the execution and integration of environmental requirements for construction, interpreting specialized requirements (legislation, permitting, Code of Federal Regulations (CFR)). Evaluates and applies scientific principles and methodologies suitable for achieving desired objectives; resolves noncompliance on site.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provides environmental technical support and assistance to project personnel, engineering leads, construction supervisors, management, and onsite representatives during construction
Selects, schedules, directs, and assesses the work of environmental contractors and consultants
Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of environmental requirements that may affect construction, project design, schedule, and cost
Provides recommendations and input for revising procedures, work processes, and other quality improvement measures
Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, and the projects
Interfaces and negotiates directly with regulatory agencies on requirements, stipulations, and corporate needs
Works on several detailed and complex projects and issues at once, coordinating, analyzing, tracking costs, and minimizing Company’s environmental risk
Interfaces with the public on sensitive environmental issues and educational programs
Manages investigations, related to air, water, or hazardous waste issues
Participates in activities regarding Company involvement in environmental lawsuits; functions as primary interface with legal counsel on related issues
Directs and participates in due diligence assessments for multiple types of transactions associated with real property and operational assets
Reviews and comments on environmental laws, regulations, and legal issues; participates in stakeholder processes
Develops, implements, and manages Company environmental policies and programs (e.g. auditing and environmental management systems)
Obtains necessary permits for Company activities/facilities and provides compliance support
Manages project budgets, tracks costs, and advises management on project performance, direction, or economic risk
Guides and directs the work of other scientists and project team members
COMPETENCIES:
Comprehensive knowledge and understanding of environmental regulations and laws
Working knowledge of gas utility industry
Familiarity with engineering principles and engineering requirements of projects
In-depth understanding of Company policies and direction and the ability to incorporate into project goals
Ability to review long and detailed regulations, stipulations, and interpret financial or legal risk to the corporation
Ability to develop, write, and implement Scope of Work (SOW), Standard Operating Procedures (SOP), Corrective Action Plans (CAP), Health and Safety Plans (HASP), etc.
Ability to perceive emerging legislative and regulatory issues that have the potential to impact to the utility industry
Ability to manage investigations related to air, water, soil, and hazardous waste
Familiarity with EPA approved methods for characterization of air, water, soil, and waste (EPA-SW-846). Including the proper methodologies for collection and submittal for laboratory analysis
Ability to work on very complex long-term projects and issues and respond quickly and accurately
Ability to provide scientific and technical guidance, support, coordination, and oversight to governmental agencies, environmental programs, industry or the public
Processing and reviewing environmental permits, licenses and related materials
Reviewing and implementing environmental technical standards, guidelines, policies and formal regulations that meet all appropriate Requirements
Proficient in project management techniques, skills, and ability to implement quality control procedures
Strong facilitation skills for meetings and negotiating sessions internally and externally
Effective time management skills; ability to schedule and track several complex projects at once
Ability to effectively practice conflict resolution
Ability to develop and maintain positive working relationships with various groups
QUALIFICATIONS

MATHEMATICAL SKILLS:
Ability to calculate and apply basic mathematic operations such as algebra, geometry, statistics, and unit conversions

Working knowledge of database, spreadsheet, word processing, and presentation software
Advanced computer skills are vital, especially knowledge of computer modeling, digital mapping, and understanding Geographic Information System (GIS) software and Global Positioning System (GPS) technology
