SUMMARY:

Under direct supervision, supports the key role of managing PNM's inter-utility relationships by assisting in development of, and participation in, negotiations, contract development, implementation and follow-up activities of transmission products consistent with PNM's Open Access Transmission Tariff (OATT), existing bi-lateral transmission agreements, transmission participation agreements, and interconnection agreements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supports the preparation and recommendation for approval of new contracts or modifications to existing contracts by authorized PNM personnel.

Reviews existing agreements to ensure appropriate implementation and application with guidance from Senior Administrators.

Supports the preparation of PNM correspondence related to contractual arrangements.

Supports the coordination efforts of various groups by obtaining information necessary to support activities that relate to PNM's business interests at both the state and federal level.

Supports the representation of PNM's business interests at multi-company forums with regard to industry wide restructuring such as, Desert Star, Open Access Transmission Tariff, Ancillary Services and other activities, as required.

Supports the representation of PNM's business interests with regard to multi-company business transactions including Southwest Regional Transmission Agreement, Southwest Reserve Sharing Group, Transmission Participation Agreements and other activities, as required.

Supports the coordination efforts of various groups by obtaining information necessary to prepare new contracts or modify existing contractual arrangements.

COMPETENCIES:

Knowledge of contract language and contract provisions applicable to inter-utility contracts sufficient to prepare, review and amend existing contracts with support and guidance of Senior Administrators.

Knowledge of various types of contracts, sufficient to determine the most appropriate type of contract and the reasonableness of price for a particular procurement or sale of transmission products.

Knowledge of PNM, state, and federal regulatory agencies minimum requirements for contractual provisions to be included in new and amendment to existing inter-utility contracts.

Ability to coordinate the efforts of various PNM departments and legal counsel to ensure new and amendments to contracts are complete, concise, and conform to PNM policy.

Ability to communicate with individuals who are either knowledgeable or unfamiliar with contractual matters.

Ability to coordinate department administrative activities including the annual budget process.

Ability to cooperate with and gain cooperation of others.

Knowledge of and the ability to support the assignments requiring unique, complex contracting considerations to reach a solution.

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university with one to three years related experience, or equivalent combination of education and/or experience related to the discipline.

COMMUNICATION SKILLS:

Ability to read and comprehend instructions, correspondence, and memos.

Ability to write correspondence.

Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

MATHEMATICAL SKILLS:

SUMMARY:

Represents, defends, modifies, retracts or advances positions in negotiations and ensures integrity and reliability of PNM's bulk transmission system while recognizing, legal implications, rate impacts, and financial impacts of such action. Oversees the conception, design, development, and analysis of products and market opportunities while coordinating with PNM internal support areas and operation of the real time-time transmission system. Provides a wide range of highly technical expertise and services and takes the lead role and responsibility for representing PNM's business interest at the FERC, the NMPSC, and multi-company forums with regard to industry wide restructuring and manages the TDC's administrative activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assesses and evaluates the market for new and existing wholesale transmission products

Develops, promotes, and markets a portfolio of new and existing transmission products and services which build business unit profitability

Oversees the economic and operational analysis and associated documentation required to support new proposals and business recommendations

Prepares and presents written proposals to potential customers

Develops and negotiates transmission agreements or appropriate application of the Open Access Transmission Tariff (OATT) with other utilities and marketing organizations

Develops and maintains positive exposure and strategic business relationships with other utilities and marketing organizations throughout the Western System Coordinating Council power grid

Coordinates efforts with the operation of the PNM bulk power system and other strategic areas within PNM including senior management to meet common objectives and corporate goals

Develops, maintains, and coordinates the OATT

Serves as a focal point for training, assisting, and overseeing personnel perform assigned duties

Directs the preparation and implementation of the department's marketing plans

Directs the preparation and presentation of testimony and responses to interrogatories before the FERC and the NMPSC relative to PNM contractual arrangements

Directs the interpretation and application of regulatory policy

Directs the interpretation and application of industry wide restructuring at multi-company forums

Directs TDC administrative duties

Responsible for employee development and performance management skills. Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments

COMPETENCIES:

Comprehensive knowledge of and ability to apply advanced theories, methodologies, principles, and practices utilized in all aspects of the development and negotiation of the OATT, bi-lateral transmission agreements, transmission participation agreements, interconnection agreements, and jointly held miscellaneous transmission plant activities

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university with seven to nine years related experience including two years of management experience, or equivalent combination of education and/or experience related to the discipline.

Master's degree preferred.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
