Summary

The Project Engineer directs, monitors, and controls the engineering, design and procurement phases of new generation projects, new transmission projects and conventional facility modifications. They are involved in and contribute at all levels daily during construction to ensure the cost and project scope are under control. The Project Engineer is responsible for, and monitors, the work performed by consultants and other external resources. #LI-AE1

Responsibilities

  • Responsible for Project Management for all stages of the project lifecycle from initiation through close out for highly complex projects and/or programs and ensuring deliverables are completed in compliance with schedule. Should be able to work independently and fill in for the Project Manager in their absence.

  • Direct and oversee all in-house as well as external resources and all activities of the project with strategic emphasis for planning, bidding, constructability, and execution phases.

  • Review and contribute to all project documentation including drawings, technical specifications, assessment reports, asset and risk registry, budgets, forecasts, invoices, schedules, variances, etc. for the project.

  • Direct and coordinate with Construction Management, Legal and Procurement in negotiating contract terms and conditions, change orders and settlement agreements

  • Ability to execute and approach all projects and tasks with wholistic view to fortify long-range planning, asset management and portfolio efficiencies to maximize resource utilization and outage alignment.

  • Support the Project Manager and Program Director with long-range planning, resource and workload planning, procedure updating and/or modification.

  • Comply with and be able to teach downward/outward, NYPA’s Project Management, Governance, and Expenditure Authorization Procedures.

  • Possess appropriate understanding of core business , applicable tariffs, regulatory compliance requirements and their impact on/from projects.

  • Provide mentorship and guidance to lower-level project engineers

Knowledge, Skills and Abilities

  • Substantial knowledge of related disciplines and understanding of the effects on the Authority and its customers.

  • Awareness of changes and advancements in the industry and develop industry-wide expertise.

  • Understanding of how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.

  • Familiar with NYPA’s budgets, costs, and policies.

  • Excellent presentation and interpersonal skills.

  • Strong negotiating skills.

  • Strong problem-solving skills.

  • Demonstrated ability to handle a project from start to finish, with only major decisions being brought to the Project Manager.

Education, Experience and Certifications

  • Bachelor Degree in Civil, Mechanical, Electrical Engineering, or related field.

  • Advanced degree preferred.

  • Minimum of 8 years total experience including a minimum of 6 years of Project, Construction, or Engineering Management and/or 3 years technical, engineering, or utility sector experience.

  • New York State PE License preferred

  • Project Management Professional certification and 2 more years of utility sector project management experience in lieu of NYST PE Or Advanced Degree and 1 more year of project/construction management experience in utility sector in lieu of NYST PE.

  • Design Build Institute of America certification preferred or ability to obtain within 1 year.

Physical Requirements

  • Approximately 25% travel primarily within NY State.

  • Willingness to enter confined spaces and climb/scale power system apparatuses.

  • Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $119,330 - $168,990. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
