Position overview

This position will be the Telecom Project Office Manager for Project Oversight and Support in the Grid Services Network & Telecom System Integration Services department within Southern California Edison (SCE)’s Information Technology organization. The successful candidate will be responsible for oversight and governance of all telecommunications capital projects and ITIL project management for Grid Services. Manages the in-take, tracking and reporting, close-out, performance monitoring and trending of over $100M in telecommunications projects including large T&D grid projects, Corporate Resources facility projects, IT network projects, and internal network refresh projects.

Responsible for managing the development and implementation of the telecommunications project portfolio by directing the evaluation, analysis, construction, quality assurance, and satisfaction of regulatory requirements of projects. Provides management and strategic direction to a telecommunications project office team and is responsible for the project development, budget, and schedule. Establishes goals, negotiates, and develops project plans for overseeing and governing the entire telecommunications project portfolio. Evaluates and enables the implementation of process improvements to continuously refine and improve upon project and operational processes across Grid Services.

Provides direction and makes strategic decisions regarding changing overall telecommunications capital project portfolio scope, policy, development, and implementation. Provides oversight in establishing and driving the strategy towards developing and managing a multi-year refresh plan for telecommunication assets, while integrating plan with annual project planning efforts. Performs evaluation on issues that have a major impact on the department, other departments, and the Company such as project performance and delivery affecting multi-year planning and forecasting.

Typical Responsibilities

  • Develops medium to long-term resource, schedule and integrated budget plans and objectives for telecommunications engineering support for all capital projects.

  • Provides leadership to project support staff and cost/schedule engineering to oversee portfolio performance, manage project quality assurance, and develop processes and systems to manage portfolios.

  • Manage multiple capital budgets totaling about $100M annually.

  • Contributes to the development of overall engineering, IT, and T&D business plans in support of corporate objectives.

  • Provide ITIL project management and continual service improvement opportunities across Grid Services to identify and manage improvements to operational service management processes.

Minimum qualifications

  • Five or more years of experience in project/program/contract management, telecommunications, network infrastructure, and/or construction project management experience.

  • Five or more years of experience managing and executing technical related projects, including identifying, maintaining, and/or adjusting the cost, scope, resources, and overseeing the formal planning, tracking, and reporting of project performance, as well as some experience managing cross-functional teams.

  • Seven or more years of experience organizing, collaborating and partnering with stakeholders, senior management, clients and team members to help drive solutions and ensure stakeholder buy-in.

  • Seven or more years of experience setting priorities, in order to achieve desired actions and outcomes through negotiation and influence.

  • Seven or more years of experiencing consulting with clients, including independently identifying client needs, developing action plans, identifying deliverables, and presenting results.

  • Experience interfacing effectively and collaborating with internal employees, third party entities, and all levels of management to develop solutions and ensure stakeholder buy-in.

Desired qualifications

  • Bachelor’s Degree in Engineering, Business, or relevant technical discipline and/or an equivalent combination of education, training and experience.

  • ITIL V3 certification, Six Sigma and\or PMP certification

  • MBA
