Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. Position overview

The role of Engineering & Construction Quality Assurance/Quality Control Program Manager is to ensure best in class, fit for purpose Engineering and Construction QA/QC procedures, standards and requirements within Major Project Organization (MPO) projects/programs are established and maintained, and to assure compliance against these agreed upon targets.

Typical Responsibilities

  • Work with project engineering and project team preparing project specifications to ensure adequate quality requirements are included.

  • Work with PM to ensure outgoing RFP have relevant quality requirements based on contracting strategy (EPC, EPCm, DBB).

  • Review Bid responses for quality deliverables and participate in contractor evaluation and selection process.

  • Monitor, evaluate and report on compliance with MPO, industry and regulatory Engineering and Construction QA/QC procedures and requirements through performance of systematic reviews and audits of projects execution activities.

  • Make written recommendations to MPO management to increase efficiency and/or effectiveness of Engineering and Construction QA/QC policies, procedures, controls and control systems.

  • Coordinate audits and reviews of MPO Engineering and Construction activities conducted by external entities. Ensure findings are reasonable and that MPO responses to findings are appropriate, and are timely addressed by the correct MPO Engineering and Construction employees; coordinate approvals with MPO QA/QC Manager, SCE functions and external entities as necessary. Monitor and prepare periodic reports to ensure agreed corrective engineering and construction QA/QC actions are timely implemented.

Minimum qualifications

  • Must have a minimum of three years electric utility/power industry experience

  • Must have a minimum of six years of program management experience

  • Must have a minimum of three years of Knowledge of Quality Management Systems, QA/QC concepts, methodologies and tools

  • Must have a minimum of 1 year quality inspection and testing experience in an engineering and utility construction environment

Desired qualifications

  • Bachelor’s degree in engineering, Construction Management, business or a technical field

  • Quality Engineer, Certified Internal Auditor, LEAN, Six Sigma

  • Five or more years QA/QC inspection, testing or audit experience

  • Three or more years’ experience implementing LEAN, Six Sigma or other QA/QC or continuous improvement programs

  • Five or more years in electric utility industry experience

  • One year experience implementing corrective action programs

  • Knowledge of CA utility industry regulatory environment

  • MS Access or other database skills

  • Excellent written and oral communications skills

  • Ability to work across disciplines and to effectively engage various levels of internal and external suppliers and stakeholders

  • Strong, positive team player, builds relationships easily

  • Strong skills with MS Office (Excel, Word and PowerPoint)


  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position will require 30% traveling and being out in the field throughout the SCE service territory.
